The First Case of Public Redevelopment Pre-Planning
Review Completed Within 3 Months of Pre-Planning Proposal Approval

[Asia Economy Reporter Kim Hyemin] Geoyeo Saemaeul in Songpa-gu, Seoul, which is undergoing redevelopment through a public redevelopment method, will be reborn as a complex with up to 35 floors and 1,654 households. The Seoul Metropolitan Government completed the review just three months after finalizing the pre-planning proposal created in collaboration with the Korea Land and Housing Corporation (LH). This is the first case among public redevelopment promotion zones where the redevelopment plan was approved through pre-planning.


On the 7th, Seoul held the 4th Urban Redevelopment Delegated Subcommittee and announced on the 8th that it had amended and approved the designation of Geoyeo Saemaeul as a redevelopment promotion zone and the promotion plan within the Geoyeo-Macheon Redevelopment Promotion District.


This zone, located around 549 Geoyeo-dong, Songpa-gu, was selected as a candidate site for public redevelopment and entered pre-planning earlier this year. The pre-planning proposal was finalized in September, and within about three months, the procedures for public inspection and review were completed. A Seoul city official said, "This is a case where the designation of the redevelopment zone was completed rapidly through pre-planning, significantly shortening the period." Pre-planning is a system introduced to present a plan direction combining feasibility and public interest from the early stages of the project, involving residents and public implementers to expedite public redevelopment projects.


Located between Geoyeo Station on Subway Line 5 and the Wirye New Town development area, the Geoyeo Saemaeul zone has consistently raised the need for development as large-scale apartments have been built nearby.


According to the redevelopment promotion plan decided this time, the zone will be reborn with a floor area ratio of 273.63%, reaching up to 35 floors and a total of 1,654 households. By upgrading the zoning district, necessary social welfare facilities will be donated, and a floor area ratio exceeding the legal limit will be applied to secure additional public housing. Public housing will consist of 468 households, with more than half (294 households) supplied in units sized 59 to 84 square meters, which are highly preferred by 3- to 4-person households. Social welfare facilities ranging from two basement floors to four above-ground floors will also be constructed, including daycare centers, elderly welfare facilities, multipurpose sports facilities, and Seoul-style kids cafes.


Additionally, to overcome spatial disconnection between areas, a large-scale scenic corridor and public pedestrian passage connecting Geoyeo Station and Wirye New Town are planned.


On the same day, the city also held the Urban Planning Committee’s delegated subcommittee and conditionally approved the review proposal for changing the designation and redevelopment plan of Sinseol 1 District in Dongdaemun-gu, another public redevelopment area.


This zone, only 200 meters from Sinseoldong Station on Subway Lines 1 and 2, has been perceived as a deteriorated area due to prolonged project stagnation since its designation as a redevelopment zone in 2008, despite its excellent location. However, since LH Corporation joined as the project implementer in July last year and applied the public redevelopment method, the project has gained momentum.


According to the redevelopment plan, this zone will be transformed with a floor area ratio of 299.5%, reaching up to 25 floors and a total of 299 households. This is an increase of 130 households compared to the original plan, with 110 households planned as rental housing. Most rental units are planned to be sized 59 to 84 square meters, and a complete social mix will be implemented to ensure no distinction between sale and rental units.


Furthermore, pedestrian and vehicle routes will be planned considering street characteristics to facilitate vehicle entry and exit and school routes more conveniently than before. Landscape and outdoor spaces are also being planned with consideration of connections to adjacent areas and Seongbukcheon Stream. Yoo Changsoo, Director of the Seoul Housing Policy Office, said, "This is the first case where the public redevelopment plan change review has been approved," adding, "We will spare no administrative support to ensure the smooth progress of the project."
