Recently, as most regions nationwide have been removed from regulatory zones, the previously stagnant pre-sale market is expected to gain momentum. With comprehensive housing regulations easing?from loans to taxation and subscription rules?homebuyers are anticipated to find it significantly easier to secure their own homes.
In November, all areas across the country except for four locations in Gyeonggi Province?Seoul, Seongnam (Bundang and Sujeong), Gwacheon, Hanam, and Gwangmyeong?were lifted from real estate regulatory zones. This follows the September deregulation of all local areas except Sejong. This additional easing of regulations appears to be an effort to revitalize the housing market through a non-regulation premium, especially as housing purchase sentiment declined due to consecutive interest rate hikes, leading to a period of falling housing prices.
Given this situation, real estate in deregulated areas is attracting strong interest from buyers in the pre-sale market. In particular, non-regulated areas excluding some parts of the metropolitan area and major cities allow immediate resale of pre-sale rights, drawing high attention not only from actual homebuyers but also from investors.
In fact, complexes launched in non-regulated areas this year have achieved strong sales results. According to the Korea Real Estate Board’s Subscription Home, the 'Cheonan Asan Station Misojeum The Terrace,' launched in Baebang-eup, Asan-si, Chungcheongnam-do in January, attracted significant interest as a non-regulated pre-sale complex allowing resale. As a result, the complex recorded an average subscription competition rate of 13.06 to 1, with 7,054 applicants competing for 540 units.
Meanwhile, Hyundai Engineering & Construction opened the model house for ‘Hillstate Buldang The One’ on Friday, December 2, and officially began pre-sales.
Located in Buldang-dong, Seobuk-gu, Cheonan-si, Chungcheongnam-do, ‘Hillstate Buldang The One’ will be developed as a complex consisting of 4 buildings ranging from 7 basement floors to 49 above-ground floors, with a total of 730 units sized between 113 and 119 square meters.
The complex benefits from excellent commuting convenience, with Cheonan Asan Station (KTX·SRT) and Asan Station (Seoul Metropolitan Subway Line 1) within the living area, facilitating easy access to Seoul and the metropolitan area as well as other regions. Roads such as Eumbong-ro and Baekseok-ro are nearby, allowing convenient travel throughout Cheonan, and the adjacent Cheonan IC provides easy access to the Gyeongbu Expressway, making travel to other areas straightforward.
Transportation improvements are also planned nearby. The Dangjin?Cheonan Expressway, connecting Inju-myeon in Asan-si to Mokcheon-eup in Cheonan-si over 28.72 km, is scheduled to open in December 2025, which is expected to greatly enhance accessibility. Additionally, on October 11, Cheonan City announced the completion of feasibility studies and technical reviews for the GTX-C line extension terminating at Cheonan Station, signaling a green light for the GTX-C line extension project to Cheonan.
The complex also has abundant residential demand in its vicinity. Within a 3 km radius are large industrial complexes such as Samsung Display, Samsung SDI Cheonan Campus, and Baekseok Agricultural Industrial Complex. Furthermore, the ‘Cheonan Asan Small Giant Special Zone Development’ aimed at fostering a future-oriented automobile parts industry is underway near the complex, and upon completion, the residential demand in the area is expected to increase significantly.
Surrounding infrastructure is excellent as well. Nearby schools include Bulmu Elementary School and Bulmu Middle School, and the Buldang-dong academy district is close by. The living area also features shopping facilities such as E-Mart, E-Mart Traders, Galleria Department Store, and Moda Outlet, with the Buldang-dong commercial district nearby. Additionally, public offices and facilities such as Cheonan City Hall, Cheonan Sports Complex, and Soonchunhyang University Cheonan Hospital are located nearby.
The residential environment is pleasant. The complex is close to Neungsu Willow Park, Cheonan Citizen’s Park, and Supia Park, providing abundant green spaces.
The complex is expected to offer excellent quality as it is branded under Hyundai Engineering & Construction’s premier residential brand, ‘Hillstate.’
A sales official stated, “Hillstate Buldang The One shares the one-stop living environment of Buldang New Town and is an officetel with excellent location conditions due to the nearby large industrial complexes. Especially with Cheonan City being deregulated this year and market interest surging, we expect many buyers to visit the model house for the Hillstate brand officetel.”
Hillstate Buldang The One will accept subscriptions starting Monday, December 5. Winners will be announced on Thursday, December 8, and contracts will be signed on Friday, December 9.
