[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi-do conducted a full investigation of delinquent non-tax revenue payers, including fines, and identified five corporations subject to business license restrictions, collecting 15 million won in outstanding payments from them. Non-tax revenue refers to self-generated income imposed and collected for administrative purposes, such as usage fees, service charges, and contributions, excluding local taxes.
From April to May, Gyeonggi-do carried out a comprehensive survey targeting over 2,000 non-tax revenue delinquents with arrears exceeding 300,000 won, identifying five corporations violating the Act on the Regulation of Violations of Order as subjects for business license restrictions. Among these, two were closed businesses and excluded, while three received advance notices of business license restrictions. Of those who received the advance notice, two prepaid about 15 million won, and the rest agreed to pay in installments; however, another corporation, A Corporation, did not comply.
According to the Act on the Regulation of Violations of Order, licensing departments may suspend or revoke permits for businesses such as construction and lodging operators who have failed to pay fines related to order violations three or more times, with the total unpaid amount exceeding 5 million won for each case where one year has passed since the occurrence of the delinquency.
Ryu Young-yong, Director of the Tax Justice Division of the province, stated, "We requested the responsible department to suspend operations of A Corporation under the Act on the Regulation of Violations of Order, and A Corporation has been suspended from business for six months starting next year." He added, "This business license restriction measure against non-tax revenue delinquents is the first of its kind nationwide by Gyeonggi-do."
He further emphasized, "This case of non-tax revenue collection serves as a warning that even when fines, not taxes, are delinquent, business suspension penalties can be imposed through business license restrictions."
