Utilization of Major Road Electronic Billboards, Banners, and Administrative Welfare Center Bulletin Boards
[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Ulsan City is conducting a "Promotion Campaign for Compliance with Electric Kickboard Safety and Usage Rules" to prevent safety accidents caused by the increase in Personal Mobility users and to minimize pedestrian inconvenience due to unauthorized parking.
Currently, there are 5,250 shared electric kickboards operated by three companies within Ulsan, and their convenient accessibility and mobility have led to a rapid increase in users who utilize them for short-distance travel or commuting purposes, along with a rising trend in safety accidents.
Accordingly, Ulsan City is intensively carrying out the "Promotion Campaign for Compliance with Electric Kickboard Safety and Usage Rules" by utilizing five major electronic billboards in the city, bulletin boards at district and county administrative welfare centers, public health centers, and other places frequented by citizens.
In December, when social distancing measures due to COVID-19 are lifted and year-end gatherings are expected to increase, the city plans to also use banner stands along major roads for promotion.
A city official stated, "To prevent safety accidents involving personal mobility devices, we will strengthen safety education and promotion, including revising ordinances to lower the maximum speed, installing dedicated parking zones, and enhancing safety education and publicity for personal mobility devices."
According to statistics from the Ulsan Police Agency, since the revision of the "Road Traffic Act" on May 13, 2021, there have been a total of 43 traffic accidents caused by personal mobility devices in Ulsan (16 in 2021, 27 in 2022 (provisional tally)).
The total number of traffic enforcement cases is 1,493 (444 in 2021, 1,049 in 2022), with the breakdown by type as follows: 866 cases (58%) of not wearing helmets, 299 cases (20%) of unlicensed driving, 254 cases (17%) of drunk driving (license suspension or cancellation), 15 cases (1%) of exceeding passenger limits, and 59 cases (4%) of other violations.
