At the 290th 2nd Regular Meeting 1st Plenary Session held that day, Councilman Park introduced the story of a resident who is struggling to make a living by operating a shoe repair shop and criticized, "Since the revision of the Road Act Enforcement Decree in August 2015, shoe repair shops have been classified as facilities allowed to occupy roads, and local governments have the obligation to manage them within the legal framework, but they have done nothing and are showing passive administration."
He particularly cited Seoul, where more than 1,000 shoe repair shops have been converted to a permit system and are being operated, saying, “In our Nam-gu as well, instead of neglecting shoe repair shops that are vulnerable to fire and safety accidents, we ask for responsible and proactive administration through long-term plans prepared by related departments.”
Councilman Park also called for safety measures at the Nam-gu level in relation to the recent Itaewon tragedy.
He stated, "The Itaewon tragedy that occurred on the 29th of last month was due to the government's failure to assess the danger and the safety management system not functioning during the accident. The current government is responsible for this," and added, "A thorough investigation into this tragedy is necessary, and national-level measures to prevent recurrence must be established so that such incidents never happen again."
He further said, “Our district also needs to comprehensively review disaster prevention measures and secure immediate response plans that must be activated in case of disaster, especially ahead of large-scale events such as Christmas celebrations, to appropriately respond to unexpected situations.”
