[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Gyeong-gi) has been selected as a re-certified institution in the ‘2022 National Happiness Civil Service Office Evaluation.’
The district was recognized for the excellence of its civil service for the second consecutive time since 2019.
The National Happiness Civil Service Office is a system by the Ministry of the Interior and Safety that evaluates service, facilities, and satisfaction levels of civil service offices nationwide, including local governments, metropolitan and provincial offices of education, and the National Tax Service, selecting outstanding institutions and granting certification valid for three years.
To be selected, the civil service office must pass a rigorous evaluation process including a first-stage document review of internal and external environments and service areas, a second-stage on-site inspection by the Ministry of the Interior and Safety and private experts, a third-stage undercover evaluation by expert groups, and a fourth-stage final review.
The district operates a happiness consideration civil service window that prioritizes socially vulnerable groups, a night civil service office every Tuesday and Thursday from 6 PM to 8 PM, and unmanned civil service issuance machines operating 24/7 year-round.
Additionally, it has independently shortened processing times for time-sensitive civil petitions and name change reports to provide convenience, and operates a customer satisfaction administrative office and a photo zone for marriage registration commemorative photos to offer demand-oriented customized civil services, which has been highly praised.
With this re-certification, the district will maintain its status as an outstanding institution until December 2025.
Ryu Gyeong-gi, Mayor of Jungnang-gu, said, “Above all, I am pleased that our continuous efforts with staff to prioritize residents’ convenience and make administrative tasks easy and comfortable have been recognized through this re-certification of the National Happiness Civil Service Office. We will do our best to create an even happier and more comfortable civil service environment and provide satisfying civil services.”
Guro-gu (Mayor Moon Heon-il) announced that it has been selected as a re-certified institution in the ‘2022 National Happiness Civil Service Office’ certification evaluation conducted by the Ministry of the Interior and Safety.
With this, the district will continue its status as an excellent civil service institution until December 2025, following its initial certification in December 2018.
The National Happiness Civil Service Office certification is a system that selects outstanding institutions based on the excellence of internal and external spaces and services of civil service offices frequently visited by the public. This year, 38 local governments nationwide were selected as meritorious institutions. Among the 22 re-certified local governments, only five are autonomous districts in Seoul.
To be certified as a National Happiness Civil Service Office, institutions must pass evaluations in areas such as space (external environment, internal environment, safety environment), service (civil petition processing status), and experience and satisfaction (space experience, service experience, satisfaction surveys). Certification decisions are made through document reviews, on-site inspections, ‘mystery shopping’ style experience evaluations, and civil petitioners’ satisfaction assessments.
According to the district, the civil service office is arranged for easy access and use by civil petitioners, operating an integrated vulnerable group consideration window in the first civil service office, integrated real estate and cadastral civil services in the second, and one-stop automobile-related civil services in the third. Facilities for visually impaired persons, such as wheelchair-accessible ramps, removal of door thresholds, braille guide blocks, braille maps, and help bells, also received positive evaluations.
Moreover, the district installed civil petitioner rest areas, spaces considerate of socially vulnerable groups, foreigner consultation windows, a book caf?, and a marriage registration photo zone, efficiently arranging spaces to enable residents to apply for civil petitions more conveniently.
The operation of a ‘night civil service office’ every Wednesday from 6 PM to 8 PM for dual-income couples and workers who find it difficult to visit during working hours was also highly praised.
Additionally, the district received positive evaluations in service areas for organizing a malicious civil petition management team and conducting mock training for the safe working environment of civil servants, operating a dedicated rest area for civil servants, and running a monthly Smile Queen (King) program to practice kindness and impressiveness.
A Guro-gu official said, “We expect that the re-certification of the National Happiness Civil Service Office will spread an atmosphere of striving to enhance civil petitioner convenience and service quality throughout the district. We will continue to do our best to provide civil services that satisfy both civil petitioners and civil servants.”
Dongjak-gu (Mayor Park Il-ha) announced on the 25th that it will operate a ‘Civil Service Guide Assistant’ to provide prompt and friendly administrative services to civil petitioners visiting the district office.
Following the first organizational restructuring of the 8th local government term, which involved department mergers and relocations, the district assigned dedicated guide personnel from November to assist residents in using the facilities.
The Civil Service Guide Assistant helps civil petitioners by directing them to the responsible departments and personnel and guiding them by floor location.
Currently, two assistants are stationed on the first floor of the Dongjak-gu Office main building, working from 9 AM to 6 PM on weekdays.
Civil petitioners can request assistance from guides wearing red sashes labeled ‘Civil Service Guide’ to quickly receive necessary work-related information.
Furthermore, the district plans to continuously provide training such as kindness education to the Civil Service Guide Assistants to offer civil services tailored to residents’ perspectives.
Park Il-ha, Mayor of Dongjak-gu, said, “We will do our best to provide demand-oriented administrative services so that civil petitioners visiting Dongjak-gu Office can complete their tasks promptly without any inconvenience.”
