[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Du-yeol] A man in his 50s, Mr. A, who was arrested with his hands cuffed behind his back by the police, has filed a complaint against the officer, claiming he suffered injuries requiring four weeks of medical treatment due to excessive force.
According to Yangsan Police Station and informants on the 8th, on the 5th, Mr. A, a man in his 50s working in construction in Wongsang, Yangsan City, filed a complaint against Officer B of the Seochang Police Substation, alleging that he sustained injuries requiring four weeks of medical treatment, including rib fractures and ligament damage to his right hand, due to excessive force by the police. Mr. A also submitted the case to the Anti-Corruption and Civil Rights Commission.
According to the police, around 6 p.m. on the 24th of last month, at a car center new construction site, Mr. A, the representative of the construction company, had an argument with the building owner over the remaining construction payment.
The police responded to a report from the building owner and, during the process of managing the situation, forcibly restrained Mr. A, who was protesting strongly, by laying him on the ground and handcuffing him behind his back to arrest him.
Mr. A stated, “I protested because I felt the responding police only listened to the building owner,” and added, “I could not accept being accused of obstructing business over a dispute with the building owner at the site where the construction needed to be completed.”
He claimed, “To arrest me, the police twisted my arm and tried to bring me down, saying they had to cuff my hands behind my back,” and “When that didn’t work, they forced me face down and struck me with their knee.”
Mr. A said, “I was handcuffed behind my back at the scene and taken to the police substation, and when my wrist started bleeding, they released the cuffs but then re-cuffed me with my hands in front,” adding, “There was no special circumstance such as an escape attempt or physical struggle, so being arrested as a suspect on the spot and sustaining injuries in the process is very absurd.”
A police official stated, “We explained five times that Mr. Han’s actions constituted obstruction of business and gave him time, but since he did not comply, we arrested him as a suspect on the spot according to protocol,” and added, “We cannot disclose detailed information, but there was no illegal conduct during the arrest process.”
A representative from Yangsan Police Station explained, “After reviewing the footage from the scene at the time of the incident, it appears that the responding officers did nothing wrong and that the official duties were carried out lawfully.”
