Seoul Mayor Oh Se-hoon Discovers Europe's Largest 'Underground Rainwater Storage Tank'... Plans 'Deep Tunnel' at Three Sites Including Dorimcheon

[Asia Economy Reporter Lim Cheol-young] On the 27th local time, Seoul Mayor Oh Se-hoon visited the 'Arroyofresno storm tank,' the largest underground rainwater storage tank in Europe and an advanced example of a deep underground rainwater drainage tunnel, located on the Manzanares River in Madrid. The 'deep underground rainwater drainage tunnel' is a facility that creates a large tunnel 40 to 50 meters underground to store rainwater during heavy rains and discharge it into rivers.


Earlier, Seoul City raised its 'disaster prevention performance goals' for the first time in 10 years to respond to the climate crisis, and decided to install 'deep underground rainwater drainage facilities' by 2027 at three locations vulnerable to flooding: Gangnam Station, Gwanghwamun, and Dorimcheon areas. Accordingly, Mayor Oh closely examined whether there are parts of the Madrid case that can be introduced to Seoul. He was particularly interested in the project effects of the rainwater storage tank and the technology for operation and maintenance.


Mayor Oh has announced plans to install 'deep underground rainwater drainage tunnels' at the three locations of Gangnam Station, Gwanghwamun, and Dorimcheon by 2027. Seoul City is currently conducting the first step for facility installation, the 'basic planning service' announcement, and plans to complete the service by the first half of next year.


Madrid City prevents urban flooding through a total of 36 large and small rainwater storage tanks installed along the outer Manzanares River and a large-scale collection pipe (diameter 6.7m, length 3km) integrally connected to the rainwater storage tanks. The collection pipe plays a role similar to the deep underground rainwater drainage tunnel that Seoul City plans to install. The 36 rainwater storage tanks have a combined capacity equivalent to 391 Olympic swimming pools, with a storage capacity of about 1.32 million cubic meters.


Meanwhile, the 'Arroyofresno storm tank' visited by Mayor Oh is located upstream of the Manzanares River and was constructed with a scale equivalent to five soccer fields (area 35,000㎡, storage capacity about 400,000 cubic meters). When it rains, rainwater is primarily stored here and then sent through the 'collection pipe' to the rainwater storage tank downstream of the river, the 'Butarque tank,' before being discharged into the river.
