[Asia Economy Reporter Jongil Park] Dongdaemun-gu (Mayor Ilhyung Lee) is actively supporting the ‘Direct Establishment of Associations System’ to shorten the duration of reconstruction and redevelopment maintenance projects.

The Direct Establishment of Associations System allows skipping the promotion committee stage and proceeding directly to the association establishment phase when promoting reconstruction and redevelopment maintenance projects, reducing the project period by at least 2 to 3 years.

Additionally, it reduces the operating costs required to form and manage the promotion committee, enabling efficient use of time and expenses.

To proceed directly with the direct establishment of the association, opinions from at least three-quarters of landowners must be obtained through a resident opinion survey, agreeing to skip the promotion committee. Afterwards, with public support service fees from Seoul City and Dongdaemun-gu, the direct establishment of the association can be promoted.

Although the Direct Establishment of Associations System was already provided for in the 「Urban and Residential Environment Maintenance Act」, it had not been widely known and no actual cases had been implemented in Dongdaemun-gu until now.

Mayor Ilhyung Lee of Dongdaemun-gu announced ‘Rapid Promotion of Reconstruction and Redevelopment’ at his inauguration ceremony at the start of the 8th elected term, and accordingly, Dongdaemun-gu plans to accelerate reconstruction and redevelopment by actively utilizing the Direct Establishment of Associations System.

In fact, budgets for the direct establishment of associations for Huigyeong 5 District and Cheongnyangni Miju Apartment, which are currently pursuing designation as maintenance zones, have been secured through this supplementary budget, and next year it will be applied to Jeonnong 13 District as well.

Mayor Ilhyung Lee of Dongdaemun-gu stated, “By utilizing the Direct Establishment of Associations System to significantly shorten the duration of reconstruction and redevelopment maintenance projects in Dongdaemun-gu, we will be able to promote stalled maintenance projects,” and added, “We will continue to introduce various policies and support associations to implement efficient urban planning.”

Dongjak-gu (Mayor Ilha Park) announced on the 26th that 40 companies participated within a month after launching the ‘Proud of Our Companies’ system on the Dongjak-gu website to revitalize the local economy.

‘Proud of Our Companies’ reflects Mayor Ilha Park’s commitment to ‘Dongjak First,’ which prioritizes local companies in private contracts and purchases conducted in Dongjak-gu. This corner was newly established on the Dongjak-gu Office website on the 23rd of last month.

This corner allows companies to directly register and promote their information, and within a month of its launch, a total of 40 companies in fields such as information and communication, printing, construction, firefighting, and disinfection have registered.

The district plans to use the registered information of local small and medium-sized enterprises and small business owners to check financial status and major project achievements, prioritizing them in private contracts.

Companies wishing to register can log in to the Dongjak-gu Office website and click the ‘Proud of Our Companies’ banner to enter their information.

By entering basic information such as ▲Company Name ▲Contract Type ▲Industry, the information will be used when promoting Dongjak-gu’s private contracts (under 20 million KRW, under 50 million KRW for women- and disabled-owned businesses), and detailed company information will not be disclosed externally.

The district prioritizes excellent local companies but limits the number of contracts per company to 5 times per department annually and 10 times district-wide to allow diverse companies to participate in contracts.

Mayor Ilha Park said, “To provide a foundation for economic recovery for local companies facing management crises due to the prolonged COVID-19 pandemic, we will expand private contracts prioritizing local small and medium-sized enterprises and small business owners.”
