Yoon Hye-young, Gwangsan District Councilor in Gwangju, Leads Proposal for 'Stalking Crime Prevention Ordinance'

[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The "Gwangsan-gu Stalking Crime Prevention and Victim Protection and Support Ordinance," proposed by Yoon Hyeyoung, a member of the Gwangsan District Council in Gwangju Metropolitan City, passed the Economic Welfare Committee review at the 275th extraordinary session on the 17th.


The ordinance was prepared to prevent stalking crimes and protect victims from the early stages of crime occurrence, thereby preventing serious subsequent crimes, as stalking crimes have emerged as a social issue leading to violent crimes.


Additionally, ahead of the first anniversary of the enforcement of the "Act on the Punishment of Stalking Crimes, etc.," which punishes perpetrators and protects victims of stalking crimes, the ordinance was proposed to guarantee citizens' safety through institutional measures such as stalking crime prevention at the local government level, social awareness improvement education and publicity, and victim support projects.


The main contents include allowing the establishment and implementation of plans related to stalking crime prevention and victim support as part of the women's violence prevention policy implementation plan, stipulating the promotion of stalking crime surveys, psychological and legal counseling support for victims, and education and publicity activities to prevent stalking crimes and improve awareness.


Along with this, it stipulates the establishment of a cooperative system with the relevant police stations, judicial institutions, medical institutions, etc., to respond to stalking crimes and provide protection and support for stalking crime victims.


Meanwhile, Councilor Yoon attended the seminar "Vision and Development Strategy of Gwangju Autonomous Police" held on the 21st of last month as a discussant, expressing the necessity of cooperation and communication between local governments and the police, as well as education and publicity in police administration, actively engaging in legislative activities prioritizing the activation of the autonomous police system and resident safety.


Councilor Yoon said, "Although the stalking punishment law was enforced last October, establishing procedures for punishing perpetrators and protecting victims, I cannot hide my sorrow over the continuous news of stalking crime victims," and added, "I hope that through the ordinance, awareness of the seriousness will be raised, social vigilance will increase, stalking crimes will be prevented, and practical support for victims will be realized."
