Heesu Kim, Jindo County Governor, "Practice Proactive Administration Based on Law and Principles"

[Jindo=Asia Economy Honam Reporting Headquarters Reporter Kim Nam-jung] Kim Hee-soo, the mayor of Jindo County, Jeonnam, who marked 100 days since his inauguration, emphasized, “I will create changes that residents can feel and definitely keep the promises made to the residents.”

On the 7th, Mayor Kim Hee-soo of Jindo County stated, “Economy and welfare are the two pillars of county administration,” adding, “We will revive the local vitality by boosting the economy through the activation of agriculture and fisheries industries where everyone prospers together, and make residents happy by overcoming social polarization through strengthening welfare.”

He continued, “The direction of the 8th elected administration is to practice proactive administration based on laws and principles,” and said, “Only by handling tasks within the framework of the law can stable county administration be realized. We will carry out administrative work based on principles to implement a county administration that anyone can sympathize with.”

Since his inauguration, Mayor Kim has worked hard to lay the cornerstone of the 8th elected administration during the past 100 days.

First, through the Jindo County mayoral transition committee, the direction of county administration was set as “Residents are the owners, Jindo is a good place to live.”

Subsequently, five major county administration policies were promoted: ▲Industries where everyone prospers ▲Welfare that makes everyone happy ▲Education that nurtures talent ▲Tourism that attracts and retains visitors ▲Administration that serves the residents.

To expand the production base of agriculture and fisheries and increase high added value, they started by introducing foreign seasonal workers and signed a business agreement with the Seoul Metropolitan Office of Education’s Public and Private Childcare Center Association to activate direct transactions of eco-friendly agricultural products.

In particular, to alleviate inconvenience in using medical facilities and improve residents’ health, a visiting physical therapy center and a village dedicated doctor system were operated, establishing a life-close health and care system.

To enhance residents’ convenience, a delivery helper for traditional markets was introduced and received “favorable reviews.” Additionally, honor allowances for veterans and war veterans were increased, and a 50% discount on passenger ship fares for residents was implemented.

By operating a 100-won bus service, transportation costs for rural students were reduced, and to attract population inflow, the operation of rural student programs was expanded to revitalize small schools.

Through a business agreement with the Korea Railroad Corporation Gwangju Jeonnam Headquarters, tourism products were developed to attract tourists from the metropolitan area and other regions. As part of the “365 Flowers Blooming Jindo” initiative, flower paths and flower hills were created, and a comprehensive cleanup of abandoned waste was promoted to foster tourism that attracts and retains visitors and maintain a clean environment.

Communication was also strengthened by directly meeting residents and public officials to listen to vivid voices from the field.

Efforts to reform public officials’ awareness and create a “public service culture that serves residents” are underway, including the permanent opening of the mayor’s office, installation of a resident suggestion box, securing a dedicated parking lot for visitors, resolving inconveniences for visitors to the county office, training for courteous responses to civil complaints, and selecting and rewarding excellent courteous public officials.

Mayor Kim Hee-soo said, “The 8th elected Jindo County administration will never forget that residents are the owners and will do its best to swiftly implement pledges together with the residents on site,” adding, “From now on, I will be a mayor of Jindo who shows through actions and practice rather than words.”
