Guro-gu 'Hangdong Complex Administrative Center' Opens... Gangnam-gu Launches 'Reconstruction Dream Support TF'


[Asia Economy Reporter Park Jong-il] Guro-gu (Mayor Moon Heon-il) announced that the Hang-dong Complex Administrative Center will complete its new construction and open on October 14.


The Hang-dong Community Service Center, located within the Complex Administrative Center, will begin operations on October 11. Until now, the Hang-dong Community Service Center has been using a temporary office at 2102 Seohaean-ro, Guro-gu.


The district established the plan for the new Hang-dong Complex Administrative Center in 2019 and invested 14.1 billion KRW to complete the new building with one basement floor, four above-ground floors, and a total floor area of 2,303㎡.


To enhance accessibility to administrative services, the first floor houses the civil service office and the community center chief’s office. The second floor includes the Kiwoom Center and a small library; the third floor contains the residents’ autonomy room, archive, program room, and district headquarters; and the fourth floor features an auditorium/multipurpose room, shower room, and changing room. The basement floor has a parking lot for residents’ convenience.


The opening ceremony, scheduled for 3 p.m. on the 14th, will be attended by about 70 people including Guro-gu Mayor Moon Heon-il, members of the National Assembly, city and district council members, and local residents. The event will include a facility tour and a ribbon-cutting ceremony.


A Guro-gu official said, “We thank everyone who worked hard to build the new building and all the residents. We will do our best to make this an open space where any local resident can comfortably use the facilities whenever needed.”

Gangnam-gu (Mayor Jo Seong-myeong, photo) launched the ‘Reconstruction Dream Support TF’ on the 30th of last month in line with Seoul City’s reconstruction normalization policy. With Seoul City operating the Rapid Integrated Planning Division this year, the district will closely collaborate as one team with Seoul City for swift responses.


Rapid Integrated Planning is a redevelopment support plan where Seoul City provides redevelopment plan guidelines and simplifies approval procedures from the early stages of redevelopment, reducing the project period. While it usually takes more than five years to be designated as a redevelopment zone, this can be shortened to two years. The district plans to activate redevelopment projects for aging apartments by forming a TF that can quickly collaborate with Seoul City during this process.


The ‘Reconstruction Dream Support TF,’ led by the deputy mayor, consists of public officials with expertise in redevelopment projects, urban planning, parks and green spaces, and traffic administration, enabling rapid responses during the establishment of district unit plans and redevelopment plans. Additionally, an advisory committee of 20 experts in reconstruction?including lawyers, judicial scriveners, tax accountants, and architects?has been formed within the TF. They will provide advice for the rapid promotion of redevelopment plans, review rapid integrated planning proposals, gather residents’ opinions, provide education, and mediate conflicts.


Currently, Gangnam-gu has 85 redevelopment projects underway, including 51 reconstruction sites, 8 remodeling sites, 23 small-scale redevelopment projects, and 3 traditional markets. Among these, Daechi Mido, Apgujeong 1 to 5 districts, Gaepo Kyungnam, Woosung 3rd, and Hyundai 1st are being promoted through rapid integrated planning. The TF plans to accelerate Gangnam-gu’s reconstruction projects by supporting rapid integrated planning focused on aging apartments without established redevelopment plans, such as the Apgujeong Apartment District.


Gangnam-gu Mayor Jo Seong-myeong stated, “The Reconstruction Dream Support TF will revitalize Gangnam’s reconstruction, which has been hindered by regulations. Through the TF, we will fully reflect residents’ opinions in reconstruction projects and maintain close communication with Seoul City.”

Geumcheon-gu (Mayor Yoo Seong-hoon) improved the school route to Donggwang Elementary School in Siheung 2-dong to enhance children’s traffic safety.


The road in front of Donggwang Elementary School’s entrance is a steep slope that becomes difficult to pass during heavy rain or snow. Additionally, the road is narrow and lacks separation between sidewalks and the roadway, causing congestion during vehicle traffic and threatening children’s safety.


To address these issues, Geumcheon-gu collaborated with the Seoul Metropolitan Autonomous Police Committee, Geumcheon Police Station, Seoul City (Pedestrian Policy Division), Donggwang Elementary School, and other related organizations.


For the school route improvement, a 120-meter-long sidewalk and crosswalk were newly constructed, protective fences installed, and road resurfacing completed, greatly enhancing the walking environment. Additionally, road heating cables will be installed in October to prevent traffic accidents during winter.


Geumcheon-gu Mayor Yoo Seong-hoon said, “We will continue to promote school route improvement projects for traffic safety so that children can go to and from school safely in Geumcheon-gu.”
