[Asia Economy Reporter Kim Hyung-min] Jeon Ju-hwan (31, in custody), who is accused of stalking and ultimately murdering a station attendant at Sindang Station, has been indicted.


The Seoul Central District Prosecutors' Office investigation team (led by Chief Prosecutor Kim Soo-min) announced on the 6th that Jeon was formally charged with retaliatory murder under the Special Act, violation of the Information and Communications Network Act, violation of the Personal Information Protection Act, and trespassing. They also requested an electronic location tracking device order. This came 15 days after the police transferred the case on the 21st of last month.


According to the prosecution's investigation, Jeon decided to kill the victim after learning that the sentencing date for the stalking case, for which he was prosecuted following the victim's report, was set and a prison sentence was expected. He felt that "everything he had built up until now was about to collapse." From August 18, when the sentencing hearing was held, until the day of the crime, he meticulously prepared by visiting the subway station office four times to confirm the victim's address and work information.


Although he had been suspended from his position at the corporation, he concealed this fact and accessed the corporation's integrated information system (SM ERP) while pretending to search for work-related information.


To hide his movements, Jeon activated an application that manipulated the GPS information on his mobile phone and used disposable transportation cards when taking public transit. To avoid leaving traces, he prepared a hair cap and gloves, and wore a reversible jumper to prevent bloodstains from showing. When Typhoon Hin Namno was approaching, he even checked the rainfall at the victim's address, fearing he might not recognize the victim carrying an umbrella.


Jeon then secretly entered the building at the victim's address around the victim's daytime work leaving time and waited, but the victim had already moved elsewhere, so he could not commit the crime there. Ultimately, he went to Sindang Station, where the victim worked, and stabbed her to death with a weapon in the women's restroom.


The Supreme Prosecutors' Office integrated psychological analysis revealed that Jeon exhibited self-centered and subjective interpretation tendencies. He frequently rationalized his own faults and blamed external factors, showing anger and hostility directed toward others.


Jeon was recently sentenced to nine years in prison by the Seoul Western District Court for sending illegal recordings to the victim, threatening her, and sending messages. He has since appealed the first trial verdict.
