[Asia Economy Reporter Seomideum] Jeon Juhwan (31), the perpetrator of the 'Sindang Station stalking murder,' was indicted in custody 15 days after being handed over to the prosecution.
The Seoul Central District Prosecutors' Office investigation team (led by Chief Prosecutor Kim Sumin) indicted Jeon on the 6th on charges including special law on retaliation murder, violation of the Information and Communications Network Act, violation of the Personal Information Protection Act, and trespassing. They also requested an electronic location tracking device attachment order.
According to the prosecution, Jeon meticulously prepared to kill the victim in the women's restroom at Sindang Station on Seoul Subway Line 2 on the night of the 14th of last month. Previously, he had been prosecuted for threatening the victim by sending illegal recordings, and as a prison sentence was expected, he visited the subway station office four times to confirm the victim's address and work information. Although he was suspended from his position, he concealed this fact and accessed the Korea Railroad Corporation's integrated information system (SM ERP).
Jeon acted meticulously. To hide his movements, he activated an application that manipulated the GPS information of his mobile phone, and even when using public transportation, he used disposable transportation cards. To avoid leaving bloodstains, he used a hair cap, gloves, and a reversible jumper that could be worn inside out.
However, as the sentencing date approached and he could not meet the victim who had moved residence, a desperate Jeon went to Sindang Station, the victim's workplace, and committed the crime in the women's restroom.
The Supreme Prosecutors' Office integrated psychological analysis revealed that Jeon exhibited traits of being self-centered and subjective in interpretation. He frequently rationalized his own faults while blaming external factors for problems, showing anger and hostility directed toward others.
The prosecution stated, "We will actively maintain the prosecution to ensure a severe sentence commensurate with the crime," and added, "We will also make every effort to prevent secondary damage and support the victim through compensation for bereaved families, relocation assistance, and psychological treatment."
Jeon was recently sentenced to nine years in prison by the Seoul Western District Court for threatening the victim by sending illegal recordings and messages. He appealed the first trial verdict.
