[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Seryeong] Gyeongsangnam-do emphasized that there will be no setbacks in the establishment of the Aerospace Agency in Sacheon, which will be promoted through a special law.
On the 6th, Shin Dae-ho, head of the Western Regional Headquarters, stated, “We will continuously communicate with the government to ensure the early enactment of the special law and the proper and swift establishment of the Aerospace Agency,” adding, “We will also do our best to prepare all necessary matters at the provincial level.”
The government’s organizational restructuring plan announced that day did not include the establishment of the Aerospace Agency.
The government explained that the Aerospace Agency differs in nature from general government organizations, so it is appropriate to promote it through a special law.
To reflect the uniqueness of an aerospace expert-type organization, the plan is to prepare an establishment plan within this year and promote the establishment by enacting a separate law based on it.
Gyeongnam Province explained, “Considering the importance and ripple effects of the Aerospace Agency, the plan reflects the formation of a governance organization with broad participation from private experts,” and added, “Since individual legislative amendments may be difficult, the special law is pursued to secure momentum.”
The province expects that promoting the establishment of the Aerospace Agency through a special law will shorten the time required for inter-ministerial coordination and related legislative amendments.
They explained that although they were aware of the special law promotion through exchanges with the Presidential Office, they could not announce it before the government’s announcement.
Head Shin said, “The special law and enforcement ordinance are expected to be passed simultaneously,” and “It is projected to take about 4 to 5 years to complete the organizational setup and building establishment.”
He also stated, “The contents to be included in the special law have not yet been decided,” and “At the provincial level, a basic plan regarding the Aerospace Agency’s organization, functions, and scope of work has been proactively prepared and proposed to the relevant ministries, which are currently reviewing it.”
Regarding concerns that there might be competition with other cities besides Sacheon, the planned establishment site, during the legislative process, he firmly stated, “When Governor Park Wan-su directly spoke with the Presidential Office, he received a response that even if the special law proceeds, the establishment in Sacheon will not change.”
The province, together with Sacheon City, plans to prepare a blueprint for an administrative complex town concept including large-scale residential and commercial spaces centered on the Aerospace Agency through the ‘Aerospace Agency-linked Urban Development Strategy Establishment Project’ and to devise measures to improve living conditions.
Governor Park plans to directly propose to the president at the Central-Local Cooperation Meeting on the 7th the early enactment of the Aerospace Agency special law and the preparation of a future Aerospace Agency establishment roadmap.
Head Shin said, “The president’s will to establish the Aerospace Agency has been confirmed several times,” and “We hope for interest and support regarding the Aerospace Agency to be built in Sacheon.”
