Yoon Byung-tae, Mayor of Naju, Promises "3 Major Excellence, 3 Major Happiness Strategies, and Properly Working City Administration"


[Naju=Asia Economy Honam Reporting Headquarters Reporter Kim Yukbong] On the morning of the 6th at 11 a.m., Yoon Byung-tae, mayor of Naju City, Jeollanam-do, held a meeting with about 40 local journalists in the large conference room of the city hall to mark his 100th day in office, sharing his achievements so far and the blueprint for the full-scale operation of the 8th elected administration.


Mayor Yoon self-assessed that during his first 100 days in office, he focused on listening to the voices of citizens through field-centered administration and finding solutions to urgent local issues.


He also emphasized that he has strived to establish a public service culture that finds solutions through ‘performance,’ ‘participation,’ and ‘conviction’ administration, as well as innovation in the personnel system and organizational restructuring to implement efficient and transparent city governance.


Regarding the livelihood tasks to be resolved within 100 days of inauguration, 43 out of a total of 52 cases have been completed, and he promised to achieve 100% implementation of the remaining 9 cases by November.


Mayor Yoon cited achievements in tourism, agriculture, and economic sectors according to the five major policies of the 8th elected administration, including ‘Najucheon ecological stream, full-scale restoration of Naju Fortress and Naju Mokgwana,’ ‘a $10 million agricultural export agreement to the U.S.,’ ‘purchase of low-grade Naju pears,’ and ‘efforts to attract national research facilities such as establishing a cooperative system for fostering an international energy university between Jeollanam-do and KENTECH.’


In education and welfare, he presented achievements such as ‘KENTECH university student mentoring program agreement,’ ‘gas facility improvements for 983 households,’ ‘expansion of childbirth and childcare support targets following the abolition of household income criteria,’ and ‘distribution of standing tables and chairs to 100 senior centers’ (scheduled for next month).


He also introduced achievements under the citizen-centered innovative administration policy, including ‘reorganization of the civil complaint system for systematic management of phone and visit complaints,’ ‘holding visiting guesthouse meetings,’ and ‘innovation in hiring standards for sanitation workers.’


Mayor Yoon said, “Through on-the-ground efforts to secure national funds, 122.8 billion KRW in national funds and 254.3 billion KRW in SOC budget were reflected in next year’s government budget proposal,” adding, “I will do my best until the end to protect the reflected budget and ensure that additional necessary funds are included.”


As the full-scale direction for the 8th elected administration, he declared the ‘3 Major Excellence,’ ‘3 Major Happiness’ strategies, and ‘Properly Working Administration.’


First, the 3 Major Excellence strategies propose ‘revitalization of culture, tourism, and sports linked to the old downtown and Yeongsan River,’ ‘sustainable agriculture and strengthening food competitiveness,’ and ‘establishment of a future advanced science city leading the new energy industry.’


Mayor Yoon stated, “We will develop the Yeongsan River reservoir into the Yeongsan River National Garden, create tourist attractions in the Yeongsan River area, and utilize ancient Mahan and old downtown historical and cultural resources to make Naju the number one historical and cultural tourism destination.”


He also mentioned a rural blueprint including policy support for return-to-farming and return-to-village rural residents, introduction of a quality assurance system for premium Naju pears, branding of Naju meals, expansion of local food supply chains, and establishment of a future agriculture innovation complex town.


Regarding the vision for creating a future advanced science city, he emphasized, “We will build a future advanced science city and an international energy university city through activation of the industry-academia-research cluster centered on Korea Energy University, attraction of ultra-high-power laser research facilities, activation of the four major energy industry special zones and complexes, and establishment of an energy national industrial complex.”


As the ‘3 Major Happiness Strategies,’ he promised to realize ‘completion of a self-sufficient city in Bitgaram Innovation City,’ ‘creation of a premium education city,’ and ‘a safe and happy welfare community city for all.’


Mayor Yoon pledged, “We will work closely with citizens, central government ministries, Jeollanam-do, and Gwangju City to solve the three major issues of the innovation city: SRF, odor, and vacancies,” and “We will create a premium education city that nurtures future talents through the establishment of new elementary and middle schools to alleviate student overcrowding, fostering prestigious high schools, and establishing a future education center.”


Along with this, he expressed a firm determination for properly working administration through realizing open administration such as ‘365 Open Mayor’s Office’ and ‘Naju Citizens’ Rights Committee establishment and operation,’ designating dedicated departments for policy tasks, expanding professional management, improving integrity through the four personnel principles of fairness, ability, performance, and integrity, and improving the public employee recruitment system.
