40% Property Tax Reduction for Single-Homeowners in Airport Noise Control Zones Noise Measurement


[Asia Economy Reporter Park Jong-il] Yangcheon-gu (District Mayor Lee Gi-jae) announced that it will actively promote property tax reductions for airport noise countermeasure areas.


The ‘Noise Countermeasure Area’ is a region affected by airport noise, designated and announced by the Minister of Land, Infrastructure and Transport under Article 5, Paragraph 1 of the Airport Noise Prevention Act to implement airport noise countermeasure projects and resident support projects. In Yangcheon-gu alone, there are a total of about 42,900 households.


The district has been focusing on the property tax reduction for airport noise countermeasure areas as a major pledge of the 8th local government administration to partially compensate for the property disadvantages endured by residents, such as the decline in housing appraisal value due to aircraft takeoffs and landings at Gimpo Airport.


To this end, the district reviewed relevant laws such as the Airport Noise Prevention Act and the Local Tax Special Cases Restriction Act, conducted feasibility reviews on reduction rates and scopes with the Korea Local Tax Research Institute, completed deliberations at the Local Tax Deliberation Committee, and plans to announce the draft ordinance on local tax reductions for formal implementation.


If the revised ordinance is submitted to and passed by the district council in the future, residents owning one house in the noise countermeasure area designated by the Ministry of Land, Infrastructure and Transport will receive a 40% reduction on property tax imposed for three years starting next year.


The tax support through tax reduction promoted by Yangcheon-gu this time is the first of its kind nationwide at the basic local government level, excluding Jeju Special Self-Governing Province.


Additionally, the district plans to expand practical support measures tailored to residents affected by airport noise, such as hearing precision tests and the establishment of an airport noise monitoring system, so that residents can tangibly feel the benefits.


Lee Gi-jae, Mayor of Yangcheon-gu, said, “One in four Yangcheon-gu residents live in areas affected by airport noise, so the pain and damage caused by airport noise are very serious,” adding, “Going forward, we will not stop our efforts to take responsibility and lead proactively in addressing noise damage compensation issues, including the promotion of this local tax reduction ordinance and accumulation of data on the extent of damage.”

Gwanak-gu (District Mayor Park Jun-hee) is conducting the ‘2023 Preliminary Startup Package Sure-Pass Class’ education for prospective entrepreneurs at the Seoul Startup Cafe Nakseongdae Branch (Basement 1 of Nakseongdae Station).


This education program is designed for prospective entrepreneurs preparing for the Preliminary Startup Package led by the Ministry of SMEs and Startups, providing training on how to write business plans, customized feedback through pitching days, and mentoring to revise business directions.


The education will be held face-to-face over five sessions on Tuesdays and Thursdays from 6:30 PM to 8:30 PM, from October 18 to November 1.


The lectures will be conducted by Hong Seung-min, a management consultant and CEO of a management consulting firm specializing in business plan writing.


The curriculum for each session includes ▲ know-how for planning and final selection of preliminary startup package items ▲ how to write a business plan ▲ lecture on preparing presentation materials and key points ▲ review of presentation materials through pitching days.


Especially, students who complete all lectures will receive one-on-one in-depth business plan mentoring to help them make a successful start in entrepreneurship.


Those wishing to enroll in the ‘2023 Preliminary Startup Package Sure-Pass Class’ should submit an application form via Google survey by October 12, attaching a business introduction. Previously established entrepreneurs can apply if they start a new business in a different industry after closing their previous one. A total of 20 teams will be selected for the education.

Located inside Nakseongdae Station on Seoul Subway Line 2, the ‘Seoul Startup Cafe Nakseongdae Branch’ operates as a hub facility of Nakseong Venture Valley together with the Nakseong Venture Startup Center, providing office space (lounge), meeting rooms, basic startup education, and networking programs for Seoul citizens interested in entrepreneurship.


Earlier this year, the branch conducted a ‘Dedicated Mentoring (Office Day) Program’ for prospective entrepreneurs, resulting in nine teams passing the government-supported ‘Preliminary Startup Package’ in June. Selected teams receive startup commercialization funds from the Ministry of SMEs and Startups and enjoy various benefits such as startup education, management, and consulting.


Park Jun-hee, Mayor of Gwanak-gu, said, “I hope this consulting program will be of great help to venture entrepreneurs and prospective entrepreneurs facing various difficulties,” adding, “We will continue to actively lead the revitalization of the district’s startup ecosystem by establishing various programs related to entrepreneurship.”
