Yangcheon-gu to supply 7 customized community housing units for youth and newlyweds
[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Oh Eon-seok) has been continuously discussing with Seoul City regarding the promotion of housing maintenance-type redevelopment in the semi-industrial area of Chang 2-dong. On the 8th, it received a response from Seoul City stating that areas within semi-industrial zones where the factory ratio is less than 10% are eligible to apply as candidates for housing maintenance-type redevelopment.
Since 2021, residents of Chang 2-dong have wanted to apply for redevelopment promotion through Seoul City's rapid integrated planning redevelopment (1st phase) and public redevelopment contests. However, according to the Seoul Metropolitan Government's Urban and Residential Environment Maintenance Ordinance, industrial areas are defined as urban maintenance-type redevelopment projects (requiring designation as a maintenance planned district), making practical redevelopment promotion difficult due to the special nature of semi-industrial areas.
After carefully reviewing the 2025 Urban and Residential Environment Maintenance Basic Plan and the 2030 Comprehensive Development Plan for Semi-Industrial Areas, Dobong-gu judged that for areas within semi-industrial zones with concentrated residential functions (factory ratio less than 10%), the type aimed at improving the residential environment is residential regeneration, allowing for housing redevelopment projects. Therefore, in August, it closely consulted with Seoul City regarding the possibility of housing redevelopment projects in the semi-industrial area of Chang 2-dong with a factory ratio below 10%.
Seoul City responded that for low-rise residential areas within residential regeneration types that meet the legal and ordinance requirements for designation as housing redevelopment project zones, housing redevelopment projects can be promoted within the scope of maintenance basic plans, comprehensive development plans, and related regulations. They also stated that it is possible to apply for the 2nd rapid integrated planning housing redevelopment project candidate contest announced by Seoul City on the 29th of last month.
Oh Eon-seok, Mayor of Dobong-gu, said, "We have laid the foundation for promoting the redevelopment project in the semi-industrial area that the residents of Chang 2-dong have longed for. We will strive to successfully promote the housing redevelopment project in Chang 2-dong through active consultations with residents."
Yangcheon-gu (Mayor Lee Ki-jae) announced that it will recruit 7 additional households for the 'Sinjeong 4-dong Customized Community Housing,' created to alleviate housing insecurity for youth and newlyweds, until the 26th of this month.
The recruitment targets are non-homeowners registered as residents in Seoul. Youth housing applicants must be unmarried job seekers or early career workers aged 19 to 35. Newlywed housing is for couples married within 7 years or engaged couples.
The income criterion is 70% or less of the previous year's average monthly income of urban workers. The customized community housing located in Sinjeong 4-dong (Omok-ro 23-gil 25-1 and three other locations) will recruit 6 youth households and 1 newlywed household additionally.
Youth and newlywed applicants wishing to move in should download the application form from the district office website and submit it to the Housing Division of the district office by the 26th.
The district office plans to select the final residents through document screening in December and proceed with move-in contracts sequentially.
Earlier this year, the district also recruited residents for the customized community housing, supplying housing to a total of 6 households (5 youth households and 1 newlywed household).
Lee Ki-jae, Mayor of Yangcheon-gu, said, "We will continue to expand customized housing welfare projects centered on actual users to reduce the housing cost burden for youth facing employment difficulties and to ensure newlyweds do not hesitate to marry and have children due to housing problems."
