Up to 17 Floors Allowed Along Dasan-ro from Sindang Station to Cheonggu Station in Jung-gu Jung-gu Sindangcheonggu District Unit Target Site


[Asia Economy Reporter Park Jong-il] Jung-gu, Seoul (Mayor Kim Gil-seong) is promoting the designation of a district unit planning zone targeting the subway Sindang Station and Cheonggu Station station areas.


The target area includes part of Toegye-ro passing through Sindang Station and Dasan-ro passing from Sindang Station to Cheonggu Station. The overall shape of the area is 'T'-shaped, covering an area of 199,336㎡. It is a mix of general commercial and residential areas, including the familiar Sindang-dong Tteokbokki Alley.


The area around Sindang Station and Cheonggu Station is a transfer station where subway lines 2, 5, and 6 intersect and serves as a gateway connecting Gangnam and Gangbuk. However, it remains stagnant with mostly old low-rise buildings. Unlike adjacent Sindang 8 and 10 districts, Dongdaemun History & Culture Park, and Jangchung-dong, there are no significant urban or redevelopment plans, making the future uncertain.


Jung-gu has established a district unit plan for the Sindang-Cheonggu station area to revitalize development in this region. On September 21 at 7 p.m., the district will hold a residents' briefing session at the Sindang Nuri Center auditorium to disclose the completed district unit plan.


A district unit plan is a legal guideline for rational land use and creating a pleasant urban environment. It is an important plan that directly affects residents' lives, and the area where its effect applies is called the district unit planning zone. Currently, there are 454 district unit planning zones designated in Seoul.


This district unit plan began in 2019, and after collecting opinions through resident meetings, a draft was released at the end of last year. Subsequently, with the transition to the 8th mayoral term, the plan was revised to align with the policy direction of revitalizing the densely populated Dasan-ro area, allowing for more flexible high-density and complex development.


According to the plan to be disclosed on the 21st, building heights are permitted up to 21 floors (90m) along Toegye-ro depending on development scale, and up to 17 floors (70m) along Dasan-ro. Since the 8th mayoral term, an additional 20m height relaxation was granted. Jung-gu expects that up to 35 buildings could reach the maximum height once this plan is finalized.


The special planning possible zones have increased from two near Cheonggu Station to three by adding the Sindang Intersection public parking lot site. The district plans to allocate public facilities desired by residents, such as welfare facilities, parking lots, and public housing, in these zones.


Special planning possible zones are areas within the district unit planning zone where separate development plans are created and managed with residents' consent, promoting private participation and securing public interest.


Additionally, the district unit plan was completed with a direction to ease even minor regulations that hinder development, such as changing joint development among landowners from mandatory to recommended.


Jung-gu plans to request Seoul City for designation and review of the district and plan by October 5 after the residents' briefing and re-circulation. Although there are procedures to be followed, such as preliminary consultations and various impact assessments, the district intends to obtain approval as quickly as possible.


Kim Gil-seong, Mayor of Jung-gu, said, "The district unit plan for the Sindang-Cheonggu station area will be the foundation for leading a revolutionary change in Dasan-ro and restoring its central functions." He added, "We will continue to revise existing district unit plans to remove unnecessary regulations and strive to revitalize the aging downtown."
