[Seoul District News] Dongdaemun-gu Mayor Ilhyung Lee Inspects Collapsed Outdoor Facilities at Hoegidong Houses along Jeongneungcheon and Jungnangcheon Rivers from Dawn on the 6th... Seongdong-gu Mayor Won Oh Maintains Preparedness with Frequent Meetings at Disaster Headquarters Last Night, Rapid Restoration of Flooded Riverside Areas & Pre-Inspection of Vulnerable Zones to Prevent Additional Damage and Overcome Crisis
[Asia Economy Reporter Park Jong-il] At 6 a.m. on the 6th, after the heavy rain subsided, Dongdaemun-gu Mayor Ilhyung Lee and district office staff began inspecting the area for any damage caused by Typhoon Hin Nam No.
They first visited rivers such as Jungnangcheon and Jeongneungcheon, which were at risk of flooding, to check for any damage caused by the heavy rain.
Later, they visited a multi-family house in Hoegi-dong where an external fence had collapsed due to the heavy rain to assess any casualties or property damage. The house is a 37-year-old building with one basement floor and three above-ground floors, housing 12 households. Around 5 a.m. on the 6th, under the influence of the typhoon, aged fences and other facilities outside the building collapsed. There were no casualties, but immediately after the collapse, 14 residents were evacuated to a nearby church due to concerns about secondary damage to a temporary warehouse and adjacent buildings. Around 5:30 a.m., the district office’s architectural and flood control standby staff arrived at the site to assess the situation. At 7 a.m., an external expert in architectural structures was brought in, and together with the district office’s architectural team leader, they conducted a joint investigation and concluded that there was no risk of secondary accidents. The district plans to return the residents and carry out safety measures such as fence restoration.
Dongdaemun-gu Mayor Ilhyung Lee said, “In preparation for the landfall of the super typhoon, our district thoroughly completed all possible preemptive measures and earnestly hoped to pass through without any damage. Although the external facilities of a house in Hoegi-dong collapsed early this morning, causing 14 residents to evacuate, there were no casualties, and safety inspections with experts confirmed no risk of secondary accidents. There were no other damage reports in the area.” He added, “The district plans to quickly restore the affected house to minimize inconvenience to the residents and will continue to take proactive disaster response measures to create a safe Dongdaemun-gu.”
As the record-breaking Typhoon Hin Nam No passed through the Korean Peninsula faster than initially expected, Seongdong-gu (Mayor Won-oh Jung) inspected flood damage and checked major facilities in the area.
On the night of the 5th, as strong winds swept through Seoul, Mayor Won-oh Jung visited the Flood and Wind Disaster Safety Countermeasures Headquarters and held frequent meetings with district officials to maintain vigilance and preparedness. The district issued a Level 2 emergency duty order for the Flood and Wind Disaster Safety Countermeasures Headquarters, fully closed seven hiking trails including Daehyeonsan, Eungbongsan, and Maebongsan, and proactively closed eight sluice gates in the area from 5 p.m. on the 5th, restricting access to riverside areas.
Due to the heavy rain overnight, areas along Jungnangcheon, Cheonggyecheon, and the Han River passing through Seongdong-gu?including Salgoti Sports Park near Jungnangcheon, under Seongdong Bridge and Eungbong Bridge, and the Kumho to Oksu section along the Han River?were flooded. Seongdong-gu sent two real-time disaster safety alert messages and provided guidance on typhoon safety tips and facility closures through blogs and social media to ensure thorough prevention of safety accidents.
On the morning of the 6th, Mayor Jung inspected the closed hiking trails such as Daehyeonsan and the flooded riverside areas. Before reopening the trails, he carefully checked for wind damage and any inconvenience to residents. He also inspected sports facilities like Salgoti Park, riverside access roads, and surrounding roads, urging officials to promptly restore damages and respond thoroughly.
Since the 1st, the district has continuously held emergency meetings to prepare for Typhoon Hin Nam No. In addition to operating the Disaster Countermeasures Headquarters, a “Rapid Response Team” composed of 12 practical departments was formed to conduct preemptive damage prevention activities and quickly respond to incidents by dispatching personnel for on-site inspections and measures.
Damage reports received from Seongdong-gu’s 17 neighborhoods include six cases of road damage, two cases of flooding, and four cases of tree damage and others, totaling 12 cases. Two of these have been resolved, and the remaining 10 are currently being addressed.
According to district officials, as water levels along the rivers recede, access restrictions will be gradually lifted, and flooded waterfront facilities will be promptly restored to minimize inconvenience to residents.
Mayor Won-oh Jung said, “It is truly fortunate that, through strengthened pre-inspections focusing on vulnerable areas amid consecutive heavy rain forecasts, we have overcome the crisis without major damage. Moving forward, we will do our utmost to minimize damage and protect the safety of residents in the face of unpredictable climate crisis situations.”
