[Asia Economy Reporter Jong-il Park] Seongdong-gu (District Mayor Jung Won-oh) will implement the ‘2022 Chuseok Comprehensive Measures’ for seven days from September 7 to September 13 in celebration of Chuseok, the traditional Korean harvest festival.


Along with thorough quarantine management to minimize the risk of COVID-19 infection, the district plans to prepare and implement meticulous and comprehensive measures across seven key areas to ensure residents can enjoy a safe and comfortable holiday.


During the Chuseok holiday, COVID-19 response will be actively managed by organizing the Central Disaster and Safety Countermeasures Headquarters’ Situation Control Team and Emergency Quarantine Task Force to prepare for any emergencies. Screening clinics (public health centers) will operate from 9 a.m. to 6 p.m. from September 9 to September 12, and temporary screening clinics will be open on September 11 from 9 a.m. to 6 p.m., ensuring uninterrupted COVID-19 testing during the holiday. Additionally, the public health center consultation call center and the 120 call center will provide 24-hour management of home treatment patients and respond to emergencies.


Due to the burden caused by soaring prices and the sluggish economy, which continue to challenge small business owners and residents, price stabilization measures to establish fair trade order will also be promoted.


Starting August 29, inspections will be conducted at 125 locations within the district for price labeling, origin labeling violations, and poor hygiene. For 18 key Chuseok holiday seasonal items (such as apples and pears), price trends and any increases will be closely monitored to stabilize the soaring prices.


Efforts will also be made to revitalize the local economy through various events and promotions. On September 1, Seongdong Love Gift Certificates worth 12.7 billion KRW will be issued, and traditional market shopping districts will hold Chuseok events offering Onnuri Gift Certificates and prizes. Especially, through the Seongdong-type delivery app ‘Baedal Teukgeup,’ officially launched in July this year, a ‘Holiday Recovery Promotion’ event will be held from September 9 to September 12, providing coupons (3,000 KRW, 5,000 KRW, 8,000 KRW) usable on minimum order amounts to app users on a first-come, first-served basis.


Furthermore, in light of recent record-breaking heavy rains in the metropolitan area and ongoing typhoon forecasts, flood control facilities and vulnerable sites will be reorganized, and thorough pre-inspections of various facilities such as multi-use facilities, parks, and construction sites will be conducted to ensure residents’ safety.


For residents’ convenience, autonomous neighborhood cleanups will be conducted by each dong (neighborhood) to create a pleasant environment, and a cleaning task situation room will operate to promptly collect holiday waste. During the holiday, parking enforcement will be relaxed in areas with frequent parking complaints such as traditional markets and around stations, allowing many residents to use these areas conveniently according to traffic flow.


The district will also care for neighbors who feel more isolated during the holidays. Before and after the holiday, focused welfare checks will be conducted for high-risk vulnerable groups such as single-person households and low-income families. If any risk situations are identified, immediate action will be taken to closely cover welfare blind spots. Designated donations totaling 25 million KRW have been collected to support vulnerable groups, and holiday consolation gifts will be delivered to elderly welfare facilities, ensuring that marginalized groups are carefully looked after to implement warm-hearted administration.


District Mayor Jung Won-oh stated, “Although residents have been struggling due to the prolonged COVID-19 pandemic, we will meticulously manage each area to ensure that all residents can spend a safe and warm holiday with their families more than ever before.”

Yangcheon-gu (District Mayor Lee Ki-jae) announced that it will implement the ‘2022 Chuseok Comprehensive Measures’ to ensure residents can spend a safe and comfortable Chuseok holiday.


During the Chuseok holiday, six task forces covering ▲traffic ▲cleaning ▲flood control ▲park management ▲medical care ▲COVID-19 will be established, and a comprehensive situation room will be operated to oversee these. From September 8 to 13, the situation room will operate 24 hours a day to prepare for emergencies occurring during the holiday. To this end, the district plans to maintain an emergency work system by deploying a total of 323 staff members, including 138 COVID-19 response personnel.


Maintaining a seamless COVID-19 response system during the holiday


The district will maintain a COVID-19 response system to protect residents’ health even during the holiday. Call centers, screening clinics (public health centers), and temporary screening clinics (Yangcheon-gu Mokdong Public Parking Lot) will operate, and emergency work will be conducted by home treatment teams, epidemiological investigation teams, and disinfection teams to minimize any gaps in COVID-19 management.


Priority PCR testing is available for ▲elderly aged 60 and over ▲those epidemiologically linked ▲preemptive testing for infection-vulnerable facilities ▲positive rapid antigen and emergency screening test cases ▲those requiring COVID-19 testing based on medical opinion at medical institutions. Testing can be done at public health center screening clinics and temporary screening clinics.


During the Chuseok holiday, screening clinics will operate from 9 a.m. to 1 p.m., and the temporary screening clinic (Yangcheon-gu Mokdong Public Parking Lot) will operate from 1 p.m. to 9 p.m.


Additionally, an emergency medical response team will be activated in case of illness during the holiday, and hospitals, clinics, and pharmacies open during the holiday will be designated and operated. Detailed medical information can be found on the district office website, the Emergency Medical Information Center, and smartphone applications providing emergency medical information.


Safe and comfortable Chuseok holiday


A Disaster Safety Countermeasures Headquarters composed of 13 practical teams will be operated to enable immediate response in case of disaster. Weather conditions will be monitored 24 hours a day to prepare for wind and flood damage, and safety management of construction site facilities, multi-use facilities, fire prevention, park and green space safety, and food safety will be thoroughly inspected and prepared for.


Special traffic measures will be prepared, and a traffic control situation room maintaining communication with the Seoul City Traffic Situation Room will be operated to provide traffic information during the Chuseok holiday. Pre-inspections of village buses will be conducted for special COVID-19 quarantine and safety accident prevention, and special guidance and enforcement against illegal parking and stopping will be carried out around traffic vulnerable areas such as department stores, subway stations, and village bus routes. Information on extended last train times for public transportation on Chuseok day and the following day, September 11, will be provided on the district website.


Thorough cleaning measures have also been prepared for a pleasant holiday. During the holiday, cleaning situation teams and mobile teams will be organized to collect illegal dumping and piled-up garbage to minimize inconvenience to residents. All accumulated household waste will be collected and taken to resource recovery facilities by September 8. From September 10 to 12, when intake is suspended, residents will be encouraged to refrain from disposing of waste, and the waste disposal days for each neighborhood will be announced.


A warm Chuseok shared with neighbors


Warm and abundant sharing activities will be promoted especially for lonely and vulnerable neighbors during the holiday. First, a donation sharing campaign for vulnerable groups will be conducted, and collected items will be delivered. In addition, consolation funds (and goods) will be provided to 2,384 low-income households, and daily necessities such as rice and fruit will be delivered to 154 elderly welfare facilities and 33 facilities for the disabled. During the holiday, ‘Holiday Lunch Kit Boxes’ will also be delivered to ensure children do not go hungry.


Yangcheon-gu Mayor Lee Ki-jae said, “We will activate the Chuseok comprehensive measures so that residents can spend a safe and comfortable Chuseok holiday,” adding, “We will carry out thorough pre-safety and quarantine inspections and operate detailed task forces in each area to ensure a worry-free Chuseok holiday.”
