1st New Town Redevelopment TF 3rd Meeting "A New Urban Model, Not Just Simple Maintenance" Ilsan New Town, Goyang-si, Gyeonggi Province


The Ministry of Land, Infrastructure and Transport announced on the 30th that it held the 3rd plenary meeting of the public-private joint task force (TF), chaired by the 1st Vice Minister of the Ministry of Land, Infrastructure and Transport, as a follow-up measure to support the redevelopment of the 1st generation new towns.


The public-private joint TF is composed of private members including academics related to urban planning and redevelopment, housing and real estate market experts, and associations related to urban regeneration and urban planning.


Public members include related experts from Korea Land and Housing Corporation (LH), Housing and Urban Guarantee Corporation (HUG), Korea Real Estate Board, and local governments such as the Director of Urban Housing in Gyeonggi Province and Gyeonggi Housing and Urban Corporation (GH), discussing key tasks for the redevelopment of the 1st generation new towns.


From the 3rd meeting, the TF was elevated in status.


The public-private joint TF, formed on May 30, was initially composed of two subcommittees (planning and system) and operated with the Director-General of the Ministry of Land, Infrastructure and Transport’s Urban and Housing Bureau as the government co-leader. However, starting from this 3rd plenary meeting, to strengthen momentum, the government co-leader position was elevated to the 1st Vice Minister of the Ministry of Land, Infrastructure and Transport.


Additionally, a cooperation subcommittee involving master planners (MPs) for each 1st generation new town will be added, expanding the TF to a total of three subcommittees (planning, system, cooperation), and five teams will be formed to support the MPs for each new town.


At the 3rd plenary meeting, the agenda included the 'Appointment and Operation Plan of Master Planners (MPs)' and the 'Promotion Plan for the 1st Generation New Town Redevelopment Research Project.'


Specifically, ① discussions were held on the necessity and role of MPs who act as communication channels between local governments and residents for each new town (Bundang, Sanbon, Ilsan, Jungdong, Pyeongchon).


The Ministry of Land, Infrastructure and Transport decided to operate MPs for each new town to strengthen communication with local governments and residents. MPs will listen to diverse opinions and convey them to the TF to be reflected in the 'Redevelopment Master Plan.'


The Ministry plans to concretize the MP operation plan through discussions in this TF and consultations with local governments.


Furthermore, discussions were held on the key contents to be addressed in the research project for establishing and institutionalizing the redevelopment master plan for the 1st generation new towns.


The redevelopment of the 1st generation new towns is not a simple maintenance project but a task to present a new urban model. There was consensus that a new concept of urban planning and comprehensive review of infrastructure expansion should be considered, taking into account demographic changes, the 4th Industrial Revolution, and climate change.


To promote rapid redevelopment, a study on institutionalization measures, including the preparation of a special law enactment bill, will be conducted simultaneously with the master plan establishment in a two-track approach to promptly produce results.


Moreover, Minister Won Hee-ryong plans to hold a meeting with the heads of five local governments on September 8 to actively communicate with local governments during the 1st generation new town redevelopment process.


He intends to meet directly with local government heads to actively collect their opinions on the redevelopment of the 1st generation new towns and ensure that their views are actively reflected during the master plan establishment and research project promotion.


Lee Won-jae, the government co-leader of the public-private joint TF and 1st Vice Minister of the Ministry of Land, Infrastructure and Transport, said, "The redevelopment of the 1st generation new towns is the first attempt to redevelop aging new towns where residents already live on a metropolitan scale rather than focusing on individual complexes. We will continue to communicate with local governments and residents to jointly draw the redevelopment plan and proceed swiftly to achieve early results."
