Resolution of the Cabinet Meeting on the Amendment to the Enforcement Decree of the Act on Welfare of Persons with Disabilities
[Asia Economy Reporter Jo In-kyung] The detailed procedures for adults with developmental disabilities to apply for daytime activity services will be stipulated in the enforcement decree. Disability-related systems will be improved and supplemented, including the inclusion of shelters for abused disabled children within the scope of welfare facilities for the disabled.
The Ministry of Health and Welfare announced on the 30th that the partial amendment to the "Enforcement Decree of the Welfare of Persons with Disabilities Act," containing these details, was approved at the Cabinet meeting.
Accordingly, the procedure for determining eligibility when adult persons with developmental disabilities apply for daytime activity services (which support daytime activities and community participation for persons with disabilities) will become clearer. To apply for daytime activity services, a comprehensive service survey score is required. Until now, the subjects and items of the comprehensive survey were only operated as guidelines, but this time they will be stipulated in the enforcement decree.
Along with this, following the amendment of the "Welfare of Persons with Disabilities Act" (effective January 28, 2021) to allow the establishment and operation of shelters for abused disabled children for their temporary protection, such facilities will be included in welfare facilities for the disabled.
Additionally, to reduce inconveniences for disabled persons who are medical aid recipients, the range of data that the National Pension Service can request from disability assessment agencies will be expanded. Accordingly, the National Pension Service can directly request and verify medical aid-related data necessary for disability assessments from the holding institutions.
Yeom Min-seop, Director of the Disability Policy Bureau at the Ministry of Health and Welfare, said, "Persons with disabilities have faced many difficulties in submitting supporting documents related to disability degree assessments, but we expect that these inconveniences will be somewhat alleviated through this amendment to the enforcement decree."
