Lee Suhee, Gangdong-gu Mayor, Implements First Organizational Restructuring of the 8th Elected Term... Consolidation


[Asia Economy Reporter Park Jong-il] Lee Soo-hee, Mayor of Gangdong-gu, has carried out the first organizational restructuring of the 8th elected administration, taking the first step toward the district government goal of "Vigorous Change, Proud Gangdong."


This organizational restructuring focuses on securing execution capability for the speedy implementation of key projects of the 8th elected administration and maximizing organizational efficiency.


Additionally, it reflects the new government's policy of aiming for a "small and efficient government" and incorporates Seoul City's organizational restructuring closely related to district administration, enabling a swift response to internal and external environmental changes and administrative demands.


First, two advisory bodies directly under the Deputy Mayor will be newly established: the "District Administration Innovation Promotion Team" and the "Administrative Trust Recovery Promotion Team."


The "District Administration Innovation Promotion Team" will serve as a central point to lead Gangdong-gu's vigorous change and open a city that residents are proud to live in. It will be composed of specialized researchers in economic industry, urban planning, health environment, and autonomous administration to drive Gangdong-gu's dynamic growth.


The "Administrative Trust Recovery Promotion Team" is a dedicated organization temporarily operating to reinvestigate the embezzlement of 11.5 billion won in public funds that shocked Gangdong residents. Beyond the embezzlement case, this team will improve and strengthen internal accounting management systems and restore public service integrity and administrative trust.


Organizations with declining or reduced functions and those with similar or overlapping roles will be consolidated to further enhance organizational efficiency and responsiveness. The Job Economy Division and Social Economy Division will be reorganized into the Job Policy Division and Regional Economy Division, respectively, unifying their functions. The Cleaning Administration Division and Resource Circulation Division will be integrated into the Cleaning Administration Division, concentrating dispersed organizational capabilities.


Furthermore, the Clear Environment Division and Green Energy Division will be merged into the Climate Environment Division to respond more broadly to climate and environmental changes.


Reflecting the transfer of Seoul City's lifelong learning-related affairs to the Lifelong Education Bureau, the 50 Plus Center Operation Team will be moved from the Senior Welfare Division to the Education Support Division. Since district policies are closely aligned with Seoul City's policies, Seoul City's organizational restructuring has been reflected to establish an organic cooperation system.


Additionally, urban regeneration affairs will be transferred to the Urban Planning Division, and the Urban Agriculture Division will be integrated with the Green City Division, further strengthening the function of creating and operating leisure spaces for all residents.


Organic TF operations within the organization will also be activated. To actively support redevelopment and reconstruction, a "Redevelopment and Reconstruction Rapid Promotion TF," led by the Director of the Urban Management Bureau, will be operated as needed. For customized policies for vulnerable groups, a "Walking Together with the Vulnerable TF" will be formed and operated within the Welfare and Family Bureau.


The first organizational restructuring of Gangdong-gu's 8th elected administration is scheduled to be implemented in September, along with the regular personnel appointments in the second half of 2022.
