[Asia Economy Sejong=Reporter Lee Jun-hyung] Kim Sang-hyup, director of the Jeju Research Institute who led the Lee Myung-bak administration’s ‘Green Growth,’ will lead the ‘2050 Carbon Neutral Green Growth Committee (Carbon Neutrality Committee, Tanjungwi).’ Significant changes are expected in the committee’s ‘nuclear phase-out’ policy, which was established during the Moon Jae-in administration.
According to related ministries on the 18th, Kim was appointed as the new civilian chairman of the presidential Carbon Neutrality Committee. Kim is a climate change expert who designed the ‘Green Growth’ policy while serving as the Future Vision Secretary and Green Growth Planning Officer at the Blue House during the Lee Myung-bak administration. He also led the climate and energy team at the current administration’s presidential transition committee and helped formulate carbon neutrality policies.
The Carbon Neutrality Committee welcomed a new leader on the 100th day since the current administration took office. The committee has been without a head for five months after former chairman Yoon Soon-jin resigned in March, shortly after President Yoon’s election. Yoon, the inaugural chairman of the committee, was known as a prominent advocate of the nuclear phase-out. He emphasized the importance of nuclear phase-out through his activities with civic groups such as the Energy Citizens’ Solidarity and the grassroots civic organization Energy Transition.

With Kim’s inauguration, the Carbon Neutrality Committee is likely to accelerate the ‘abolition of nuclear phase-out.’ Attention is immediately focused on the ‘2050 Carbon Neutral Scenario’ confirmed and announced by the committee last year. The scenario includes a plan to reduce the share of nuclear power from 27.4% last year to 18% by 2030, a decrease of about 10 percentage points. The gap left by nuclear power will be filled by renewable energy sources such as solar power.
The ‘second term Carbon Neutrality Committee’ is also expected to reveal its outline soon. The committee plans to drastically reduce the number of civilian members from the current 70 to around 40. The eight subcommittees on climate change, energy innovation, and others will be reduced to four.
