[Asia Economy Reporter Park Jong-il] Geumcheon-gu (Mayor Yu Seong-hoon) has launched a reorganization of its administrative structure and organization as of August 16 to achieve the achievements of the 8th term of the civil election early.
The newly reorganized Geumcheon-gu organization changed from a system of 6 bureaus, 1 office, and 35 divisions at the district office to 6 bureaus, 2 offices, and 34 divisions.
The bureau names were also changed: the Administrative Culture Bureau to the Administrative Safety Bureau, the Planning and Finance Bureau to the Planning and Economy Bureau, the Urban Safety Bureau to the Green Future City Bureau, and the Economic Environment Bureau to the Culture and Environment Bureau.
First, to achieve the three major pledges (transportation, housing maintenance, regional development), a Transportation Improvement Policy Team was newly established within the Transportation Administration Division. This is to strategically promote transportation environment improvement policies such as the completion of the Shinansan Line, the Nanggok Line, and the extension of Incheon Subway Line 2.
Next, functions were reorganized to promote strategic housing supply and urban development. The Housing Division's Apartment Housing Team was split into the Apartment Housing Team and a newly established Rental Housing Team. A Southwest Development Team was newly established in the Urban Planning Division to handle the development of steel shopping centers and distribution shopping centers. The Urban Regeneration Division was renamed the Housing Maintenance Division and will be responsible for maintaining aging and low-rise residential areas in addition to existing tasks.
To enhance disaster and safety management capabilities for residents' peace of mind, the Safety City Division was renamed the Resident Safety Division and placed under the Administrative Safety Bureau. The existing Facility Safety Team was changed to the Safety Prevention Team, and it will take over the duties of the Administrative Support Division's Industrial Accident Safety TF Team to comprehensively manage major accidents and facility safety prevention.
In the economic and job sectors, the Regional Economy Division's Economic Promotion Team was renamed the Economic Policy Team, and a new Alley Economy Support Team was established. The Alley Economy Support Team plans to focus on revitalizing the alley economy during the 8th term by integrating support for small business owners and the existing Living Distribution Team's tasks. Additionally, reflecting the increasing pet population and social demand for animal protection, an Animal Welfare Team was newly established.
Furthermore, to strengthen resident communication and enhance the district's brand value, the Public Relations Digital Division was renamed the Communication Office, and personnel for managing grievance complaints at the Integrated Civil Service Support Center were reinforced to operate an on-site district mayor's office.
The education and culture sectors were also strengthened. To nurture future talents in the Geumcheon style, a Future Education Team was newly established in the Education Support Division, and a Sports Facilities Team was newly established in the Culture and Sports Division for systematic maintenance of sports facilities.
Additionally, the Village Autonomy Division was renamed the Autonomous Administration Division, the Job Creation Division to the Job and Youth Division, the Women and Family Division to the Family Policy Division, and the Child and Youth Division to the Child and Adolescent Division.
Mayor Yu Seong-hoon said, "This reorganization of the 8th term of the civil election was promoted to establish an organizational system centered on performance and innovative administration to achieve district administration results early," adding, "We will continue to carry out district administration for the residents."
Eunpyeong-gu (Mayor Kim Mi-kyung) has achieved the remarkable feat of winning the senior job project institution evaluation award for nine consecutive years.
Eunpyeong-gu announced that the Eunpyeong Senior Club and the Korean Senior Citizens Association Eunpyeong Branch were selected as excellent institutions in the Ministry of Health and Welfare's '2021 Senior Job Project Institution Evaluation.'
In this evaluation, out of a total of 1,268 senior job project institutions nationwide, 182 were selected as excellent institutions. Eunpyeong-gu was the only autonomous district in Seoul to achieve awards in both multiple types Group 1 and Group 2.
A total prize money of 35 million KRW was secured, with the Eunpyeong Senior Club receiving the Minister of Health and Welfare Award for Excellence and securing 25 million KRW, and the Korean Senior Citizens Association Eunpyeong Branch receiving the Excellence Award and securing 10 million KRW.
The Eunpyeong Senior Club's achievement is particularly meaningful as it won in the multiple Type 1 group, which operates all types of senior jobs including public interest, social services, and market-type jobs. Only 12 out of 269 institutions in the multiple Type 1 group evaluation were selected as excellent or higher.
Especially, the Eunpyeong Senior Club is recognized for expanding market-type projects that enable economic independence and contributing to revitalizing the local economy. It also leads environmental efforts by promoting upcycling projects such as 'The Dooul' and the 'Ice Pack Reuse Project,' which help the resource circulation economy.
The Korean Senior Citizens Association Eunpyeong Branch is also playing a significant role as an excellent institution by running about 1,100 participants across 13 senior job projects. It provides public interest services needed by the local community, such as the 'Post Office Helper Project' and the school environment maintenance project 'Silver Bell Fence.'
Despite the crisis situation where it was difficult to continue senior jobs due to the spread of COVID-19, Eunpyeong-gu strictly adhered to quarantine rules and continued the projects without interruption. In April last year, the Eunpyeong Senior Job Center was established to actively support seniors' second careers.
Mayor Kim Mi-kyung of Eunpyeong-gu said, "Supporting seniors to spend a lively and healthy old age through jobs is the best senior welfare. We will continue to do our best to revitalize senior jobs," adding, "I extend my congratulations and thanks to the Eunpyeong Senior Club and the Korean Senior Citizens Association Eunpyeong Branch for quietly carrying out the senior job projects in Eunpyeong-gu."
Seongbuk-gu (Mayor Lee Seung-ro) successfully completed resident general meetings in all 20 neighborhoods, organized by each neighborhood resident autonomy committee, to establish and decide the 2023 resident autonomy plan.
Due to the prolonged COVID-19 pandemic, the Seongbuk-gu resident general meetings were held face-to-face for the first time in three years, running over a month from July 6 starting in Jongam-dong to August 11 ending in Anam-dong. Notably, during this resident general meeting, a 'Public-Private Joint Promotion Agreement' reflecting the district's commitment to realizing the value of resident autonomy was signed, laying the groundwork for implementing the 2023 resident autonomy plan projects.
To reflect diverse local residents' opinions, both online and offline preliminary voting were conducted. About 3,300 local residents attended the resident general meetings in person, sharing the agenda for next year's resident autonomy plan and deciding on public issues related to residents' lives through on-site voting. A total of about 7,000 residents participated in preliminary voting and the general meetings, alleviating regrets from last year's non-face-to-face meetings and moving one step closer to realizing Seongbuk-style resident autonomy, showing strong interest and enthusiasm for resident autonomy.
Out of a total of 568 local agenda projects submitted by each neighborhood, 159 were finally selected through deliberation and discussion processes and the general meetings, with a budget of 830 million KRW for the 2023 resident autonomy plan projects directly chosen by residents.

Mayor Lee Seung-ro of Seongbuk-gu said, "I thank all neighborhood resident autonomy committee members who prepared the resident general meetings and all residents who actively participated in the resident voting. Through this general meeting in all neighborhoods of Seongbuk-gu, it seems the long-standing thirst for resident autonomy suppressed by COVID-19 has been quenched," adding, "The administration will spare no support to realize Seongbuk-style resident autonomy."
Dongdaemun-gu (Mayor Lee Pil-hyung) is operating a 'Global and Large Corporation Current Employee Employment Mentoring' program for job seekers.
The 'Global and Large Corporation Current Employee Employment Mentoring' is a special lecture where current employees of domestic and international companies favored by young people, such as Apple, Naver, and KT, directly deliver job characteristics and employment know-how through online live classes.
Since current employees actually working in companies are invited and a Q&A session is conducted instead of a one-way lecture, it is expected to be a time when job seekers can get clear answers to all their questions.
This special lecture will be held six times in total, every Wednesday and Thursday from 7 PM for two hours, from August 17 to September 1. As it is conducted as a real-time online lecture, participants must personally prepare devices such as PCs or smartphones to access the lectures.
Those wishing to participate can search for 'Employment Mentoring' in the Dongdaemun-gu website's district news section or directly access the application page and apply at least two days before the program starts.
