Accordingly, following the 9th, on the 10th as well, district mayors in Seoul visited flooded sites and were busy overseeing recovery efforts.

On the morning of the 10th, Yeongdeungpo District Mayor Choi Ho-kwon conducted an on-site inspection of areas affected by the heavy rain.


Mayor Choi particularly visited Daerim-dong and Singil-dong, which suffered significant damage, to encourage military personnel, members of local organizations, and volunteers engaged in recovery work, assisting them with their tasks. He also met with affected residents to hear their difficulties.


Mayor Choi said, “I thank everyone who extended a helping hand for flood recovery. We will prioritize the safety of residents and devote all efforts to swift recovery and minimizing damage.”

Since the record-breaking heavy rain began on the 8th, Dongjak District Mayor Park Il-ha has been tirelessly leading flood recovery efforts overnight at the damage sites.


On the morning of the 10th, Mayor Park guided President Yoon Suk-yeol to visit the site of the retaining wall collapse at Geukdong Apartment in Sadang-dong, which occurred on the 8th, to inspect recovery progress and console affected residents.


On this day, Mayor Park secured a promise from President Yoon for government-level support and a safety inspection by the Ministry of the Interior and Safety to ensure residents can safely enter and exit the apartment. He also requested that Dongjak District be declared a 'Special Disaster Area.' If declared, residents affected by this unprecedented flood damage are expected to receive more support and compensation.


As of 5 p.m. on the 10th, the district restored the most urgent electricity and water facilities in households, cleared mud-covered roads, and used pumps to drain flooded underground parking lots, actively conducting recovery work.


Following President Yoon’s directive, the Ministry of the Interior and Safety plans to conduct a detailed inspection, and swift reinforcement of the retaining wall is underway to prevent further damage. Access around the site will be strictly controlled until a definitive safety diagnosis is issued, and decisions will be made regarding residents’ ability to enter the apartment and pass through the area.


Mayor Park said, “We are thoroughly inspecting the entire Dongjak District for any hazardous areas, prioritizing residents’ safety, and will do our utmost to recover from the damage.”


Immediately after the accident on the 8th, Mayor Park visited the site and established shelters at Dongjak Middle School, Sadang Sports Center, and Sadang 2-dong Community Center to ensure the safety of evacuees.


A recovery situation headquarters was set up at the apartment site, and rapid responses included requesting cooperation to secure passageways due to the collapsed retaining wall, providing bottled water, water trucks, portable toilets, and relief supplies.


Additionally, the district is mobilizing all administrative resources through the 'Disaster Safety Countermeasures Headquarters,' operating an organic response system with 15 community centers to fully support recovery efforts.

◆ Park Kang-su, Mapo District Mayor, Visits Site of Ground Subsidence in Dohwa Hyundai 1st Apartment Complex around 4 a.m. on the 9th


Mapo District Mayor Park Kang-su conducted an urgent on-site inspection to minimize flood damage.


At around 4 a.m. on the 9th, Mayor Park visited the site of ground subsidence within the Dohwa Hyundai 1st Apartment complex. After inspecting the site, he instructed relevant officials to promptly restore the area before residents began commuting, completing temporary repairs by 5 a.m.


Later, at 8 a.m., he visited Mangwon 1 Rainwater Pump Station and Mapo Rainwater Pump Station, which play a role in flood prevention during the rainy season or heavy rain. Mayor Park encouraged the staff who had been on high alert overnight and checked the operation status of the drainage pumps.


In preparation for the heavy rain starting on the 8th, the district sent 188 text messages requesting managers to remove rainwater inlet covers, inspected and cleaned 778 rainwater inlets to ensure smooth drainage. As a result, there were no incidents or accidents caused by flooding in Mapo District.


Additionally, at 7:15 a.m. on the 8th, access to Bulgwangcheon, Hongjecheon, and Hyangdongcheon streams flowing through Mapo was restricted to prevent isolation caused by sudden river flooding. The underpass at Jeungsan Bridge was also closed from 6:14 p.m. to 7:42 p.m. to prevent vehicle flooding damage, and three sluice gates were closed to control access to the Han River.


Furthermore, patrols were conducted targeting flood-vulnerable facilities such as road infrastructure, private construction sites, roads, underpasses, and protruding structures to prevent resident damage. Flood care officials visited flood-prone households to check on residents’ safety.


Meanwhile, the district is fully committed to flood recovery. On the afternoon of the 9th, all Mapo District Office staff, except essential personnel, assisted at flood recovery sites at community centers.


In case of flood damage or other flood-related incidents, residents can contact nearby community centers or the Mapo District Comprehensive Situation Room. On the morning of the 9th, Jongno District Mayor Jeong Moon-heon conducted an on-site inspection of areas damaged by the heavy rain.


Visiting the Sajik-dong redevelopment zone, Mayor Jeong urged prompt support for evacuees and thorough follow-up measures to prevent additional damage.

On the evening of the 9th at 7:30 p.m., Jungnang District Mayor Ryu Kyung-gi urgently visited flood-vulnerable areas amid ongoing heavy rain for an on-site inspection.


Mayor Ryu received frequent reports on the situation from the district’s Disaster Safety Countermeasures Headquarters and visited the Jang-an Bridge site on Jungnangcheon Stream. He inspected the control and closure of access points such as the pedestrian overpass and Dongbu Expressway, and carefully checked facilities frequently visited by residents, including riverside sports facilities and water play areas.


Mayor Ryu said, “Currently, the Disaster Safety Countermeasures Headquarters is operating with 309 staff on 24-hour emergency duty, and rainwater pump stations are functioning normally, so there is no significant damage in the area. We will do our utmost to minimize flood damage and protect residents’ lives and property, as safety cannot be emphasized enough.”


Mayor Ryu plans to continue on-site inspections on the morning of the 10th, visiting detention basins and pump stations. Since the heavy rain began, the district has actively provided real-time rain information and guidance on how to respond to heavy rain via official SNS and text messages. ◆ Jeong Won-oh, Seongdong District Mayor, Fully Committed to Flood Damage Preparedness


Seongdong District Mayor Jeong Won-oh is fully committed to flood damage preparedness, inspecting major facilities in the area.


On the night of the 8th around 8 p.m., Mayor Jeong received a report about the risk of flooding near the riverbanks due to the overflow of Jungnangcheon Stream amid the heavy rain and immediately visited the site. He inspected sports facilities such as Salgot Park, riverbank access roads, and surrounding roads, instructing staff to take measures to prevent further damage and respond thoroughly.


With continuous rain, Mayor Jeong and all senior officials above grade 5 remained on emergency standby, operating under a level 3 flood and wind disaster emergency system, with all staff engaged in flood damage prevention.


On the 9th, Mayor Jeong led officials in on-site inspections and held meetings to prepare for potential disasters. He also instructed district heads to identify and strengthen patrols in vulnerable areas prone to landslides, such as Oksu, Eungbong, and Geumho.


Due to concerns about flood damage to residents near rivers caused by record-breaking heavy rain, the district prioritized full closure of river access points such as Jungnangcheon and Cheonggyecheon Streams, established a crisis response system by closing sluice gates in the area to prepare for river overflow, and shared disaster information with residents. Safety alert messages were sent at every critical moment to prevent accidents.


Fortunately, so far, reported damage in Seongdong District includes two cases of sewer backflow and four cases of rainwater inlet drainage failure, all of which have been addressed. No flooding damage has occurred on roads throughout the district.


Earlier, in preparation for summer typhoons and heavy rain, the district formed a Flood and Wind Disaster Safety Countermeasures Headquarters on May 15, operating 24 hours. It has been focusing on inspecting flood control facilities such as sluice gates, sewage facilities, rainwater pump stations, construction sites, retaining walls, embankments, and shopping districts. The 17 community centers respond promptly to damage on-site.


Currently, the district operates nine rainwater pump stations, inspects rainwater inlets, and conducts emergency on-site inspections of six vulnerable areas prone to landslides due to weakened ground from rain.


Additionally, the district supports installation of flood prevention facilities for vulnerable households in low-lying areas and assigns care officials on a one-to-one basis to households previously affected by flooding to continuously monitor flood damage.


A district official stated, “Once the rain subsides and the Jungnangcheon water level drops, we are prepared to promptly restore flooded river facilities and thoroughly maintain infrastructure to minimize inconvenience to residents.”


Mayor Jeong said, “We are strengthening surveillance activities focusing on vulnerable areas amid this ongoing record-breaking heavy rain. In this unpredictable situation, we will do our utmost to minimize flood damage and protect residents’ safety.”

◆ Kim Mi-kyung, Eunpyeong District Mayor, Conducts Emergency Inspection of Flood-Prone Sites


Amid record-breaking heavy rain in central Seoul, Eunpyeong District Mayor Kim Mi-kyung conducted an emergency inspection of flood-prone sites late at night on the 9th to check flood damage and response status.


According to the district, Eunpyeong recorded 202mm of rainfall on the 9th, the highest in Seoul. The previous day’s rainfall was 93mm, totaling 295mm over two days.


Mayor Kim visited residential areas in Jingwan-dong, Sinsa-dong, and Nokbeon-dong, Eunpyeong New Town Library, and the local temple Suguksa, checking residents’ inconveniences. She inspected slope soil erosion, retaining wall collapses, and drainage overflow caused by the heavy rain, ordering swift safety reinforcement work to prevent further damage.


Around midnight, Eunpyeong District held an emergency flood disaster safety countermeasure meeting chaired by the mayor to monitor rain damage in real time and discuss response measures.


Mayor Kim said, “We will mobilize all administrative power to prioritize residents’ safety and recover from and prevent rain damage. We also urge residents to monitor weather conditions and stay safe.”

◆ Oh Eun-seok, Dobong District Mayor, Focuses on Flood Countermeasures at Flood and Wind Disaster Safety Countermeasures Headquarters


On the 9th, following heavy rain across Seoul, Dobong District Mayor Oh Eun-seok visited the district’s Flood and Wind Disaster Safety Countermeasures Headquarters to hold an emergency meeting with related departments and inspected flood control situations around midnight by visiting riverside areas.


Mayor Oh toured areas including Jungnangcheon Stream, the confluence of Banghakcheon Stream, Ssangmun 709 Bridge, and low-lying residential areas in Banghak-dong. He urged all departments and community centers to conduct surveillance to prevent damage in flood-prone areas such as habitual flood zones, construction sites, and rainwater inlets, and to maintain control of underpasses and river embankment roads to prevent safety accidents.


He also instructed, “Reduce unnecessary events or meetings and concentrate all efforts on emergency recovery at damage sites.”


Dobong District recorded 297mm of rainfall from August 8 to 9 a.m. on August 10, 2022.

Mayor Kim visited flooded households in Ujangsan-dong, Gangseo District, listened directly to residents’ voices, and ordered swift recovery support.


He also visited the Gaehwa sluice gate site, where vehicle flooding damage occurred, inspected the damage, and urged fundamental countermeasures for flood-prone areas.


Mayor Kim said, “We will spare no support to help affected residents quickly overcome difficulties and return to daily life. Since heavy rain damage repeatedly occurs in similar areas, we will develop fundamental measures to protect residents’ lives and property.”
