Up to 3 Million Won Support for Dobong Residents' Employment Assistance 'Dobong-style Hope Incentive'


[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Oh Eon-seok ·photo) is significantly expanding the scale of the 'Dobong-type Hope Incentive' support project, which was implemented to reduce the employment burden of small businesses and small merchants in the area struggling due to COVID-19 and to promote employment of local residents, from the original 3 months to 6 months.


Small businesses and small merchants in the area who newly hire Dobong-gu residents as regular employees from this year (after January 1, 2022) and have passed 3 months of employment can apply. They can receive a monthly hope incentive of 500,000 KRW per month for up to 6 months for wages of the months worked after 3 months. During the support period, employment insurance and Dobong-gu resident registration must be continuously maintained.


If the employment period exceeds 3 months, retroactive support for the excess months is also possible. For example, if newly hired in February, support can be received monthly from May (after meeting the 3-month employment condition) to October.


The application period for the Dobong-type Hope Incentive is from July 26, 2022, to December 10, 2022, and may close early if the budget is exhausted.


Applicants wishing to apply can submit the required documents by visiting the department, fax, or email. Detailed information such as support requirements, exclusion criteria, and application forms can be found on the Dobong-gu website.


Oh Eon-seok, Mayor of Dobong-gu, said, “We hope that the relaxation of support requirements and the extension of the support period will provide practical help to small merchants.”

Seocho-gu (Mayor Jeon Seong-su ·photo) announced that it will pilot the ‘Seocho-type Lifelong Education Voucher (Usage Ticket) Project’ for women in their 40s who have experienced career interruptions (hereinafter ‘career-interrupted women’) starting in August. To this end, 1,200 participants will be recruited from August 1 to 19.


The ‘Seocho-type Lifelong Education Voucher’ is a project that supports lifelong education expenses of 200,000 KRW per year, fully funded by the district, for local women in their 40s who have stopped economic activities due to marriage, pregnancy, childbirth, childcare, and family care, helping them with employment and self-development.


Notably, this project is the first among local governments to be promoted by linking with the ‘National and Regional Lifelong Education Voucher System’ operated by the National Institute for Lifelong Education, a government-funded institution under the Ministry of Education.


By utilizing this system, the district saved the budget needed to build its own system. Also, voucher recipients can find and take various desired courses through this system at more than 2,400 affiliated lifelong education institutions nationwide, both online and offline.


Following the amendment of the Lifelong Education Act in December last year, which expanded the authority to issue lifelong education vouchers to local governments, the district promptly completed ordinance amendments in May this year and finalized consultations with the Ministry of Health and Welfare in June on the establishment of social security systems necessary for project implementation, leading to this pilot project.


The reason for targeting women in their 40s for this pilot project is based on the results of a resident survey conducted from March to July during the ‘Seocho-type Lifelong Education Voucher Policy Research’ analyzing local conditions, which showed that lifelong education demand is highest among women in their 40s.


Applicants must prepare three essential documents (resident registration abstract, health insurance qualification certificate, job-seeking registration confirmation, etc.) and apply through the Seocho-gu website. Selected participants will be notified on September 1 via the website and individual text messages. Recipients will receive a lifelong education hope card and can apply for courses on the national lifelong education voucher site and audit classes until the end of the year.


The district expects this pilot project to alleviate lifelong education gaps caused by COVID-19 and to achieve effects such as capacity development and employment linkage for career-interrupted women in their 40s by providing lifelong learning tailored to individual preferences and specialties.


Going forward, the district plans to gradually expand the target and scale of the project by analyzing user education courses and learning outcomes through pilot operation. Along with this, the district will complete the ‘Seocho-type Lifelong Education Mid- to Long-term Comprehensive Plan’ by the end of the year and continuously promote high-quality lifelong education tailored to life cycles.

Mayor Kim Tae-woo said, “We will improve the steep slope section of the Anyangcheon entrance and exit to enhance mobility for vulnerable pedestrians and eliminate inconveniences for residents using Hangang Park,” adding, “We will continue to carefully address even small inconveniences of residents.”

Gangseo-gu, Seoul (Mayor Kim Tae-woo) announced that it will operate the ‘2022 Gangseo Innovation Education District Village Instructor Academy’ to revitalize village education and foster village instructors.


The purpose is to help residents understand the innovation education district and provide quality village education to local children and youth by discovering and strengthening the capabilities of village instructors.


The academy consists of three courses: ▲Understanding and Development of Innovation Education District (Our Village Education Discussion) ▲Classes Created Together by Village Instructors and Teachers (linked with elementary, middle, and high school curricula) ▲Understanding Children and Youth for a Happy Classroom.


First, ‘Understanding and Development of Innovation Education District’ begins with a lecture on Seoul-type innovation education districts by Jo Dae-jin, vice principal of Gajaeul Elementary School, followed by participatory discussion classes with each section head of the Gangseo Innovation Education District.


In ‘Classes Created Together by Village Instructors and Teachers,’ teachers from elementary, middle, and high schools explore ways to link village education, which has been operated as experiential learning by field, with the school curriculum.


Lastly, ‘Understanding Children and Youth for a Happy Classroom’ invites Kim Hyun-soo, a psychiatrist and principal of the alternative youth school ‘Growth School Star,’ to understand and learn how to help children hurt at school and in society.


Classes will be held from August 16 to 18 at the Gangseo Lifelong Learning Center, and certificates will be issued only to those who complete all three courses.


Applications are on a first-come, first-served basis until August 4, and anyone interested in the Gangseo Innovation Education District project or lifelong education in the area can apply.


Residents wishing to enroll can apply through the QR code (Google Form) posted in the recruitment notice on the Gangseo-gu Office website (homepage) under ‘Notices/News.’

Geumcheon-gu (Mayor Yoo Sung-hoon) is recruiting 10 prospective entrepreneurs to participate in the ‘Doksan-dong Usijang Urban Regeneration Startup Academy’ until August 5.


This program supports prospective entrepreneurs who want to start businesses in the Doksan-dong Usijang urban regeneration activation area to keep pace with changes in the startup ecosystem and to start businesses reflecting local characteristics.


Selected prospective entrepreneurs through screening will receive ‘startup education’ and ‘1:1 expert mentoring’ covering topics such as understanding the startup ecosystem, market research methodology, business model derivation, and business plan writing.


Geumcheon-gu will select five outstanding trainees during the education course and continue follow-up processes such as market research, customer response surveys, business model (BM) derivation, and consulting to refine business items after the education ends. Based on this, a startup competition will be held to award excellent companies.


Anyone with ideas or startup plans related to Usijang, regional development, food tech, urban regeneration, or the Usijang urban regeneration activation area can apply. Applicants can download the application form from the ‘Notices/Announcements’ section on the Geumcheon-gu Office website and submit it via email to the education operator (Heyway).


Early applicants (by 3 p.m. on July 29), residents and those living in the Doksan-dong Usijang area, and participants in urban regeneration projects will receive additional points.


Yoo Sung-hoon, Mayor of Geumcheon-gu, said, “We will introduce various programs to attract entrepreneurs to the Doksan-dong Usijang area to promote private sector job entry and revitalize the local economy,” adding, “We will do our best to ensure the successful promotion of the Doksan-dong Usijang urban regeneration project.”
