Seoul City Operates Pseudonymization Support Center... Supports Personal Information Pseudonymization


[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government has decided to actively support companies and researchers who wish to utilize personal information, which has been safely protected so far, for commercial or research purposes through pseudonymization. Pseudonymized information, introduced by the amendment of the Data 3 Act in August 2020, is information processed so that specific individuals cannot be identified without additional information by deleting parts of personal data, allowing its use for purposes such as statistical compilation without the consent of the data subject.


On the 22nd, Seoul established related regulations and guidelines, including the "Seoul Metropolitan Government Pseudonymized Information Processing Guidelines," to ensure that the pseudonymized information it holds can be safely used for commercial or research purposes. It also introduced specialized solutions for pseudonymization and set up a support system for pseudonymization and data linkage of personal information.


Additionally, Seoul plans to actively support companies or researchers who apply for assistance in utilizing pseudonymized information for commercial or research purposes. Seoul holds 141 personal information files, which can be checked on the Personal Information Protection Comprehensive Portal website, and inquiries regarding support for pseudonymization and data linkage of personal information can be made to the Seoul Pseudonymization Support Center.


Park Jong-su, Director of Smart City Policy at Seoul Metropolitan Government, said, “A path has been opened to actively utilize pseudonymized information, which has so far prioritized safe protection,” and added, “We expect pseudonymized information to be utilized more widely across various fields in the future.”
