Seong-su Jeon, Seocho-gu Mayor, Listens to Public Voices Every Wednesday


[Asia Economy Reporter Park Jong-il] With the start of the 8th term of the elected government, Jeon Seong-su, Mayor of Seocho District, is approaching the residents' daily lives to listen to their voices and officially begin ‘empathetic administration’ that thinks from the residents' perspective.


First, the district will conduct ‘Visiting Seocho Jeon Seong-su Talk’ (hereinafter ‘Jeon Seong-su Talk’) every 1st, 3rd, and 5th Wednesday of the month, where the mayor and residents tour local issues by neighborhood and seek solutions through candid conversations. ‘Jeon Seong-su Talk’ means ‘Mayor Jeon Seong-su visits the site on Wednesday to chat with residents and practice empathetic administration.’


‘Jeon Seong-su Talk’ is a session where the mayor tours the site with residents, and the relevant department head explains the issues and freely listens to residents' opinions. The plan is to identify reasons why projects have not progressed and obstacles in handling civil complaints to find breakthroughs.


Since the district visits sites containing residents' long-standing wishes, feasible opinions will be immediately reflected in projects. Regular meetings with related departments will be held to check project progress, and residents will be actively informed about the status.


Following visits to three resident complaint areas including Seocho-dong Nambu Terminal on the 6th, Mayor Jeon plans to visit the academy alley in Banpo-dong on the 20th to discuss measures for creating safe walking paths.


Additionally, on the 2nd and 4th Wednesdays of each month, the district operates ‘Let's Meet the Mayor, Wednesday Dialogue with the Mayor’ (hereinafter ‘Let's Meet the Mayor’). ‘Let's Meet the Mayor’ is a time for residents who want to directly share their opinions with the mayor by applying for a visit and communicating with the mayor at the open imagination cafe on the 5th floor of the district office. Beforehand, related department heads and expert advisory meetings are held, and the best handling methods are sought through dialogue with residents.


The district also emphasizes follow-up management. Even after the dialogue ends, a responsible department is assigned to continuously manage civil complaints rather than letting it be a one-time meeting.


For matters that cannot be administratively handled, the district plans to seek understanding and persuasion, and for issues beyond the district office's authority, it will cooperate with other agencies to act as a problem solver for residents' difficulties.


Furthermore, the district operates ‘Sungsoo's Direct Line,’ which publicly shares the mayor's phone number to listen to residents' inconveniences, suggestions, and grievances via text messages and promptly handle them. ‘Sungsoo's Direct Line,’ started simultaneously with the inauguration of the 8th elected government on the 1st, is monitored daily by Mayor Jeon, and the responsible departments provide residents with responses and progress updates via phone or text.


The district expects that Mayor Jeon's communication administration through ‘Jeon Seong-su Talk,’ ‘Let's Meet the Mayor,’ and ‘Sungsoo's Direct Line’ will quickly recognize and resolve inconveniences or policy proposals residents feel in their daily lives.


Mayor Jeon Seong-su of Seocho District said, “I will actively listen to the vivid voices from the field that residents want and strive for active communication,” adding, “I will continue to work with 1,600 Seocho colleagues to practice empathetic administration that finds the best solutions for civil complaints from the residents' perspective.”

Seocho District (Mayor Jeon Seong-su) announced on the 18th that it signed a business agreement with Soongsil University for ‘Nurturing Regional Intelligent Innovation Talents’ at the district office's 5th-floor conference room.


Through this agreement, the district will jointly promote the ‘Regional Intelligent Innovation Talent Nurturing Project’ with Soongsil University, which cultivates high-level research personnel through innovative education and research for employees of local companies. A total of 17.2 billion KRW (15 billion KRW national funds, 1.5 billion KRW district funds, and 750 million KRW from Soongsil University) will be invested over eight years until 2029.


The signing ceremony was attended by nine people, including Seocho District Mayor Jeon Seong-su and Soongsil University Vice President Lee Won-cheol. The event proceeded with greetings, introductions, signing and exchanging the agreement, speeches, and commemorative photos. After signing, Mayor Jeon and Vice President Lee exchanged the agreement and promised to establish a cooperative system for the successful promotion of the project.


The main contents of the agreement between the two institutions include ▲‘Support for Master's and Doctoral Courses for Employees’ by providing tuition support for AI-related graduate courses to local company employees ▲‘Development of Projects Based on Regional Industry Demand’ through joint research between university researchers and companies ▲‘Practical AI Talent Development’ to nurture youth as AI and other specialized personnel and link them to employment and job creation ▲‘Resident Education Programs’ to expand the AI base.


Going forward, the district plans to continue practical consultations with Soongsil University on detailed project plans and discover and implement various projects utilizing the district's resources and Soongsil University's human infrastructure, such as smart city living lab research and development and industry-academia-research cooperation program development as long-term projects.


Mayor Jeon Seong-su said at the signing ceremony, “This agreement will be a meaningful start for local corporate talents to develop through Soongsil University's know-how,” adding, “Seocho District and Soongsil University will join hands to make Seocho a leading city in the 4th industrial revolution.”

Lee Pil-hyung, Mayor of Dongdaemun District, attended the ‘2022 2nd Extraordinary Board Meeting’ hosted by the Dongdaemun District Social Welfare Council (Chairman Park Sang-jong) held on the 18th in the planning situation room on the 5th floor of the district office.


This extraordinary board meeting was the first face-to-face meeting since the spread of COVID-19, where reports on new member approvals and the second half private joint workshop business plans were conducted.


At the meeting, Mayor Lee Pil-hyung and the Dongdaemun District Social Welfare Council, meeting for the first time, exchanged various opinions through a roundtable discussion. They shared reflections on their 11-year partnership in the Bodeumnuri Project and various welfare activities and shared the board's opinions on seeking new projects aligned with new welfare trends and overall activities.


Mayor Lee Pil-hyung said, “Thanks to the executives of the Dongdaemun District Social Welfare Council who personally practice the nobility of ‘wealth and power come with responsibility,’ many people facing difficulties gain strength to overcome dark tunnels,” adding, “The recent trend is not a few donating large amounts but everyone participating in a culture of easy and joyful donations based on good influence. We will work with the Social Welfare Council to create a transparent and everyday donation culture.”


The Dongdaemun District Social Welfare Council has been providing monthly living expenses and donations for vulnerable groups amid the difficult situation of reduced sponsorships due to COVID-19 and has carried out various projects such as rice donations during holidays and distribution of cooling supplies in summer.

Lee Ki-jae, Mayor of Yangcheon District, is continuing his on-site communication efforts as the ongoing district work report meeting ‘New Yangcheon Era of the 8th Elected Government! Happy Together!’ reaches its halfway point since starting on the 11th.


The work report meetings, held in 18 neighborhoods from the 11th to the 20th, involve receiving reports on local issues from neighborhood chiefs, with Mayor Lee directly leading dialogues with residents to hear vivid voices from the field.


Emphasizing a field-centered district administration philosophy, Mayor Lee aims to communicate candidly with residents, breaking away from authority and formality, and carefully examine local issues through this report meeting.


Residents met on-site presented various opinions for district development, ranging from major issues requiring inter-agency cooperation such as redevelopment, reconstruction, light rail, and airport noise, to everyday inconveniences like extended parking lot usage hours, market arcade leaks, repairs of aging senior centers, and changes in street tree species.


At the report meetings, Mayor Lee not only listens to residents' suggestions and responds directly but also immediately moves to the site for issues requiring verification, instructing relevant departments on action directions, demonstrating prompt and two-way communication. Later, he plans to carefully review how suggestions were handled through result reports.


At the closing session of the Sinwol 5-dong community center work report on the 14th, Mayor Lee said, “I will always be at the forefront on-site to understand residents' needs and swiftly resolve problems,” and his commitment to innovative improvements and direct communication received heartfelt encouragement and cheers from residents.


The district will continue the remaining nine neighborhood work report meetings until the 20th, promptly confirming local issues on-site and thoroughly collecting diverse local opinions through candid communication with residents.

Park Kang-su, Mayor of Mapo District, attended the ‘Village Vacation Campaign with the MZ Generation’ held on the 18th at Hongdae Walkable Street.


On this day, Mayor Park Kang-su said, “I hope this event will activate tourism demand linked to rural areas,” adding, “I will play an active role to promote vigorous urban-rural exchange.”


The event, hosted by the Federation of Korean Industries (Chairman Huh Chang-soo), was attended by about 100 people including Park Kang-su, Mayor of Mapo District; Jeong Hwang-geun, Minister of Agriculture, Food and Rural Affairs; Huh Chang-soo, Chairman of the Federation of Korean Industries; and Lee Sung-hee, Chairman of the National Agricultural Cooperative Federation.

Park Kang-su, Mayor of Mapo District, has launched an extensive communication administration by touring all neighborhoods in Mapo District to listen to residents' voices following the inauguration of the 8th elected government.


Mapo District (Mayor Park Kang-su) announced that it will hold ‘Resident Communication and Empathy Meetings’ at 16 neighborhood community centers from July 15 to July 27.


This resident meeting is Mayor Park Kang-su's first communication effort, promising ‘real communication’ rather than just words in his inaugural speech, aiming to thoroughly address residents' concerns.


Mayor Park started on the morning of July 15 at Dohwa-dong Community Center, identifying local issues by neighborhood and engaging in free conversations with residents.


Local residents including members of the National Assembly, city councilors, district councilors, and civic groups also attend to explore solutions from various angles and listen to residents' policy proposals for regional development. Resident proposals will be actively reflected in district administration.


After meetings with residents, the district will continue on-site communication administration by visiting major facilities in each neighborhood.


In Dohwa-dong, the mayor visited Samsung Apartment Senior Center, Samgae Senior Center, and Dowon Senior Center in sequence. Mayor Park focuses district administration on socially vulnerable groups such as children, the elderly, and the disabled. This senior center visit was to improve welfare for the elderly, checking on their well-being and carefully addressing any inconveniences.


At the Dohwa-dong resident meeting on the 15th, Mayor Park Kang-su said, “As a district mayor responsible for residents' lives, I will listen carefully even to the smallest voices,” adding, “I ask for residents' affectionate interest and enthusiastic participation.”


The resident meetings will proceed in the order of Dohwa-dong and Sangam-dong on July 15; Gongdeok-dong and Seongsan 2-dong on the 18th; Seongsan 1-dong on the 19th; Yonggang-dong and Yeonnam-dong on the 20th; Seogang-dong and Mangwon 2-dong on the 21st; Yeomni-dong and Mangwon 1-dong on the 22nd; Sinsu-dong and Hapjeong-dong on the 25th; Daehung-dong and Seogyo-dong on the 26th; and Ahyeon-dong on the 27th.

Oh Seung-rok, Mayor of Nowon District, received a plaque of appreciation for ‘2022 Hope Ondol Warm Winter Outstanding Autonomous District’ from the Seoul Community Chest of Korea at the mayor's office on the 18th at 2 p.m.


The Seoul Community Chest of Korea promotes the ‘Hope Ondol Warm Winter Project’ every year to support low-income households in welfare blind spots across Seoul's 25 autonomous districts. Outstanding districts are selected based on the increase rate of total fundraising and cash donations compared to the previous year.


Nowon District has been selected as an outstanding autonomous district for four consecutive years from 2019 to this year.


The total fundraising amount was 3.18036 billion KRW, with goods increasing by 109% and cash donations by 132% compared to the previous year, totaling a 116% increase.


The award ceremony proceeded with the visit of Shin Hye-young, Secretary General of the Community Chest of Korea, to the mayor's office, presentation of the plaque, and commemorative photos.


Mayor Oh Seung-rok said, “The honor of being an outstanding autonomous district for the Hope Ondol Warm Winter Project for four consecutive years is thanks to the residents who participated in fundraising with one heart for the community and neighbors,” adding, “I will carefully ensure that these precious hearts are well delivered and that donations are used where they are most needed.”
