[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Choi Ho-kwon) has established a financial administration system that can systematically manage public fund accounts from opening to post-supervision to enhance the transparency and reliability of accounting administration.
In order to prevent public fund embezzlement incidents that have recently occurred one after another in other local governments and companies, the district thoroughly identified vulnerabilities in public fund management and prepared measures to supplement them.
To this end, the district conducted a full survey of public fund accounts held by all departments and community service centers and undertook a comprehensive reorganization.
First, unnecessary dormant or unused accounts were immediately closed or consolidated, and the opening of new accounts was basically prohibited.
In cases where opening an account is unavoidable for business operation purposes, prior approval must be obtained from the finance department, the accounting division, and the department head, and the department and team names must be recorded in the account sub-name to strengthen management responsibility.
Deposit and withdrawal activities are also strictly controlled. Internet banking, which has a high possibility of private misuse, is blocked by registering withdrawal restrictions on all accounts, and withdrawal transactions that do not go through the local finance management system are only allowed via official documents. Adjusting deposit and withdrawal limit amounts is also not allowed without approval from the finance division.
Additionally, a transmission system was introduced to automatically send alert messages to department heads when a single deposit or withdrawal exceeds 10 million KRW.
Furthermore, the district plans to inspect detailed execution records of accounts held by each department quarterly and conduct a full investigation at least once a year by the finance division, which oversees expenditure and fund management, and the audit officer.
Park Hye-sook, head of the finance division, said, “By establishing a systematic financial administration system through this comprehensive reorganization, we will not only prevent public fund embezzlement and accounting fraud but also further enhance the transparency of the district’s financial fund operation and public fund account management. We will continue to do our best to realize sound and trustworthy administration.”
Along with this, the district held the 2nd Shared Property Deliberation Committee of 2022 on the 24th of last month at the district office’s planning situation room to review the abolition of administrative property use and appraisal of sale prices for sites in Daerim-dong and Singil-dong. (Photo)
The committee members carefully examined the status, review items, and future utilization plans for each agenda item and deliberated on the appropriateness of the abolition of use and the proposed sale prices.
The agenda items resolved through this deliberation will be managed and disposed of according to relevant laws, regulations, and procedures.
Gangbuk-gu (Mayor Lee Soon-hee) is taking the lead in protecting the rights of vulnerable tenants who are prone to damage during monthly rent and lease contracts.
Although the revised Housing Lease Protection Act, including the monthly rent ceiling system and the right to request contract renewal, has been in effect for two years, landlords and tenants who suffer damage due to lack of necessary information still exist.
Disputes between landlords and tenants during lease renewals also continue to occur. Differences in opinions between landlords and tenants in housing lease relationships are a concern for both parties, but in reality, many do not know where to seek consultation.
Accordingly, Gangbuk-gu is implementing the ‘Tenant Contract Confirmation System for Residents’ Housing Rights’ to resolve lease disputes and protect tenants’ property rights.
This system requires stamping the contract with information on ▲monthly rent ceiling system ▲right to request contract renewal ▲contact information for the Housing Lease Counseling Center when reporting the housing lease. If consultation related to leases is needed, contacting the number stamped on the contract allows easy access to dispute mediation, lease counseling, deposit disputes, and guidance on judicial relief procedures.
Additionally, the district requested the Korea Association of Realtors to have real estate agents inform tenants about the monthly rent ceiling system and the right to request contract renewal during lease contracts. This is to ensure tenants are aware of their rights from the contract negotiation stage before contract reporting.
Moreover, the district has signed agreements with three Shinhan Bank branches in the area to provide counseling to prevent jeonse (long-term deposit lease) fraud. In June alone, about 150 consultations were conducted on preventing jeonse fraud such as “empty shell” jeonse, double contracts, and illegal buildings, working to protect residents’ property rights in advance.
Lee Soon-hee, mayor of Gangbuk-gu, said, “We will strive to protect the rights of both landlords and tenants,” adding, “We will do our best to make Gangbuk-gu a place where vulnerable housing groups are not marginalized and where residents’ lives are supported.”
The sales counters at Jangmi Jeil Market, a traditional market in Jungnang-gu, will be completely renewed.
Jungnang-gu (Mayor Ryu Kyung-gi) announced that Jangmi Jeil Market was selected for the 2022 Seoul Small Business Owner Safe Sales Counter Improvement Contest.
The district will receive 200 million KRW in project funds from Seoul City to improve the sales counters of 39 stores in Jangmi Jeil Market.
The existing sales counters were too low, causing inconvenience for both customers visiting the market and merchants displaying goods. Also, customers sometimes hesitated to purchase because goods were placed in baskets or packaging boxes without proper counters, raising hygiene and cleanliness concerns.
To address these issues, the sales counters will be installed higher to match consumer eye level while reflecting each store’s individuality, with lighting and design elements placed throughout to make products more noticeable.
Especially, leveraging the proximity to the Seoul Rose Festival venue and the Rose Village in Muk 2-dong themed around roses, a distinctive design harmonizing with the surroundings will be developed to add a unified atmosphere to the entire market.
A merchant named Lee expressed joy, saying, “I was worried customers would avoid us because we sold products in old styrofoam boxes, so I’m very happy that clean and beautiful sales counters will be made this time.”
Ryu Kyung-gi, mayor of Jungnang-gu, said, “Once the Small Business Owner Safe Design project is completed, residents visiting the market will be able to shop in a cleaner and more pleasant environment,” adding, “We hope residents will use traditional markets more often to buy good products at affordable prices.”
Meanwhile, the district continues efforts to improve market environments by installing CCTV and repairing arcades in local traditional markets.
Yangcheon-gu (Mayor Lee Ki-jae) has had ‘Mokdong Kkaebi Market’ selected for the ‘2022 Small Business Owner Safe Design Support Project’ and will carry out the project by December.
The ‘Small Business Owner Safe Design Support Project,’ hosted by Seoul City, conducted a contest among 25 autonomous districts and finally selected four traditional markets in Seoul. In Yangcheon-gu, ‘Mokdong Kkaebi Market’ (located in Mok 3-dong, Yangcheon-gu) was selected and secured 300 million KRW in city subsidies.
This project replaces and installs open-type sales counters in traditional markets with ‘3E Design (Easy Design) sales counters’ that are ▲easy to see, ▲easy to choose, and ▲easy to understand, improving market aesthetics and customer convenience to attract more citizens.
A total of 70 stores within Mokdong Kkaebi Market will participate in this project. The district plans to create a pleasant traditional market image and revitalize the local commercial district by supporting sales counters with specialized designs tailored to each business type and installing QR code information boards displaying prices and origins.
Additionally, the merchants’ association will independently promote a ‘Voluntary Maintenance Line (yellow line) Compliance Campaign’ and conduct merchant capacity-building education to reduce market complaints and create a convenient market environment for visitors.
Mokdong Kkaebi Market, the project site, is a representative traditional market in Yangcheon-gu with about 100 stores currently operating and an average daily foot traffic of about 15,000 people. It is adjacent to the subway Line 9’s Deungchon Station, offering excellent accessibility and high potential for commercial development.
The district expects a synergistic effect to invigorate the traditional market and local economy through this project along with the ‘Mokdong Kkaebi Market Customer Parking & Sharing Center’ created in April as part of the ‘Traditional Market Parking Environment Improvement Project.’
Lee Ki-jae, mayor of Yangcheon-gu, said, “We expect the competitiveness of Mokdong Kkaebi Market to be further strengthened through this project selection,” adding, “Yangcheon-gu will continue to actively discover and promote support measures that satisfy both merchants and market users to ensure balanced development of traditional markets in the district.”
