[Asia Economy Reporter Park Jong-il] Nowon-gu (Mayor Oh Seung-rok) is implementing comprehensive flood and wind disaster countermeasures to quickly and systematically respond to heavy rain during the peak monsoon season and reduce damage in flood-prone areas.
According to the Korea Meteorological Administration, this summer is expected to see a continuous monsoon season with sudden heavy rains accompanied by strong gusts, and the frequency of autumn typhoons from September to October is also projected to increase compared to previous years.
In response, the district has conducted focused inspections on construction sites and flood-vulnerable areas and has entered a systematic response posture.
First, the Nowon-gu Building Safety Center conducted inspections of tower cranes at construction sites using drones to prepare for natural disasters such as heavy rain and typhoons.
Following the mayor’s directive last October to establish an AI-based smart safety management system, the district built a smart safety inspection system. In particular, safety inspections using drones have been recognized as an efficient and pioneering safety inspection system that can dramatically improve the quality and efficiency of work, to the extent that other districts benchmark this system.
The main focus of this inspection was medium to large construction site tower cranes. To prepare for concentrated heavy rain and typhoons during the summer, drones were used to capture and inspect the condition of master bolts at connection points and wire ropes.
Parts that are difficult for inspection personnel to access and visually inspect were thoroughly checked through high-definition drone footage, and corrective instructions were issued to address safety issues such as the absence of anemometers and maintenance of slackened wires.
Additionally, thorough maintenance is being carried out on forest and river-related facilities. The district has strengthened forest watershed management by building check dams and stone retaining walls to prevent landslides, and has inspected river facilities for damage, collapse, loss, leakage, subsidence, and erosion. Inspections were also conducted on sluice gates and monitoring facilities at six local simple pumping stations and two rainwater pumping stations.
Care services are also being provided for flood-vulnerable households. In particular, 60 households vulnerable to flooding are assigned a dedicated public official who checks on them by phone and disseminates disaster information. In case of damage, the local community center and care officials are immediately contacted to visit the site and connect public and private resources to provide necessary assistance.
For residents living in underground homes and households with a history of flooding in the past three years, a project has been implemented to support the installation of flood barriers and indoor backflow prevention facilities. So far this year, a total of 491 flood barriers and 263 backflow prevention facilities have been installed in 142 households, and applications from additional households will continue to be accepted and supported.
Along with this, the district has organized 13 task forces under the Disaster Safety Headquarters led by the mayor, operating a 24-hour emergency contact system in response to weather changes. The comprehensive flood and wind disaster countermeasures will be implemented and the response system maintained until October.
Oh Seung-rok, Mayor of Nowon-gu, said, “After suffering severe flood damage in the Sanggye-dong area four years ago, we thoroughly established flood control measures, which allowed us to safely pass through last week’s heavy rain in the metropolitan area without major damage. We will continue to respond swiftly to any possible disaster situations to make Nowon a safe place.”
Oh Seung-rok, Mayor of Nowon-gu, Seoul, attended the opening ceremony of the Suraksan Barrier-Free Forest Trail at 5 p.m. on the 4th.
The Suraksan Barrier-Free Forest Trail (Sanggye-dong San 59-2) is a 1.74 km wooden deck trail with a slope of less than 8%, designed so that the elderly, disabled, and anyone can safely and comfortably use the walking path.
The opening ceremony was held in front of Surak Hanok Daycare Center and included guest introductions, progress reports, presentation of plaques of appreciation, congratulatory speeches, and a ribbon-cutting ceremony.
Mayor Oh Seung-rok of Nowon-gu said, “I am pleased that a circular walking trail has been created on Suraksan following Bulamsan and Yeongchuksan, and I thank the residents who have supported this. I hope everyone can fully enjoy nature within the urban area of Nowon.”
Gangnam-gu Public Health Center is recruiting workplaces and organizations to participate in the obesity prevention and management program “Gangnam-gu, Our Neighborhood Health Coach,” planned in line with this year’s health trend “Healthy Pleasure” by the 15th.
“Our Neighborhood Health Coach” is a health practice program designed for office workers who tend to neglect health management due to time constraints. The district supports participating organizations in creating a health lounge equipped with dumbbells, stretching boards, and other physical activity tools. Participants can receive customized health management for four weeks via SNS either at the health lounge or at home.
Through the KakaoTalk channel “Gangnam-gu, Our Neighborhood Health Coach,” coaches provide easy access to nutrition plans and physical activity videos. Participants who complete missions such as SNS participation certification, health quizzes, and walking challenges can also receive small gifts.
The target is workplaces or organizations with around 30 employees located in Gangnam-gu. Interested groups can download the application form from the Gangnam-gu Public Health Center website and submit it via email.
Yang Oh-seung, Director of Gangnam-gu Public Health Center, said, “Gangnam-gu is an economic hub with 1.07 million economically active people, and there is high demand for health management programs for office workers. We hope many companies will participate in this program, which allows office workers to eat healthily and enjoy exercising with expert support regardless of time and place, contributing to making Gangnam a ‘healthy and happy city.’”
Eunpyeong-gu (Mayor Kim Mi-kyung) will conduct the “2022 Regular Inspection” of measuring instruments to establish fair trade order from September 26 to November 30.
The “Regular Inspection of Measuring Instruments” is an inspection conducted every two years under the “Measurement Act” to maintain the accuracy of measuring instruments. It is being resumed after a four-year hiatus since it was suspended in 2020 due to COVID-19.
Before the regular inspection, a preliminary full survey will be conducted from the 4th to September 16 to confirm the total number of measuring instruments and provide guidance. Surveyors will visit traditional markets, butcher shops, restaurants, jewelry stores, grain stores, and others to provide information directly.
The measuring instruments subject to the preliminary survey are non-automatic scales under 10 tons used in commercial transactions, including platform manual scales, dial and platform indicator scales, and electric indicator scales. However, scales not used for commercial transactions or certification, such as weighing scales, household, educational, or reference scales, are excluded from the regular inspection. Instruments that were inspected or re-inspected last year or this year, research measuring instruments, and those displayed or stored for sale are also excluded.
The regular inspection will be conducted from September 26 to October 25 based on the preliminary survey results. For those who miss the regular inspection period, an additional inspection period will be held from October 27 to 28.
The inspection will start in Nokbeon-dong on September 26 and proceed by visiting each community service center and the district office. Detailed schedules can be found on the Eunpyeong-gu website (notice section).
The district will issue a regular inspection pass sticker to measuring instruments that pass and will require repair and re-inspection or disposal for those that fail. Failure to undergo inspection without justifiable reasons will result in a fine of up to 1 million KRW.
Kim Mi-kyung, Mayor of Eunpyeong-gu, said, “Regular inspections are conducted to establish a fair trading culture where consumers and sellers can trust each other and to protect consumers. We ask all subjects to undergo inspection within the inspection period without fail.”
