'Regulations on the Establishment and Operation of the Digital Platform Government Committee' Passed at the Cabinet Meeting
[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety and the Ministry of Science and ICT announced on the 28th that, through a resolution at the Cabinet meeting, the ‘Digital Platform Government Committee’ will be established under the President starting from the 1st of next month.
The Digital Platform Government is a key pledge of President Yoon Seok-yeol, referring to a government where citizens, businesses, and the government collaboratively solve social problems and create new value on a digital platform where all data is connected. The newly established Digital Platform Government Committee will promote proactive and customized services for the public, implement scientific administration based on artificial intelligence and data, and foster an innovative ecosystem through cooperation among citizens, businesses, and the government to successfully advance the 11th task among the 110 national agenda items: ‘Realizing the world’s best digital platform government where all data is connected.’
The committee will consist of up to 30 members. To expand private sector participation and cooperation, experts with abundant knowledge and experience from the private sector will be appointed as members. Government members will include the Minister of the Interior and Safety, the Minister of Economy and Finance, the Minister of Science and ICT, and the Chairperson of the Personal Information Protection Commission. Additionally, specialized subcommittees and advisory groups will be formed to secure expertise throughout the implementation process of the Digital Platform Government.
The Digital Platform Government Committee will pursue the goal of ‘Comfortable citizens, innovative businesses, and scientific government’ by selecting and advancing ‘five key priority tasks’ for the successful realization of the Digital Platform Government.
The five key priority tasks are: ▲Promoting innovative flagship projects that allow citizens and businesses to feel improvement effects in a short period ▲Providing proactive services by expanding inter-agency information sharing so that anyone can easily use services at once ▲Establishing an AI- and data-based policy decision support system, innovating government work methods, and activating public-private collaboration to solve national issues and challenges ▲The government providing data and core functions as a platform while fostering an innovative ecosystem where the private sector can create creative services ▲Building a new security system that enhances utilization and security, strengthening the safe use of personal information to increase public trust.
Going forward, citizens will receive customized services that proactively take care of them so they do not miss government benefits due to lack of knowledge, and will enjoy more convenient services such as submitting related documents only once in the application process at a single location. Businesses will utilize high-quality data opened by the government and core functions provided through the Digital Platform Government infrastructure to create innovative businesses and secure the capacity to lead the global market based on the growth of the public market.
Minister of Science and ICT Lee Jong-ho said, “The Digital Platform Government signifies a fundamental change in government operation methods and is a task to create a new government system that will endure for the next 10 to 20 years,” adding, “As the ministry responsible for innovative technology and industry, the Ministry of Science and ICT will work with related ministries such as the Ministry of the Interior and Safety to drastically improve public services and actively support the growth of innovative businesses through the creation of Digital Platform Government infrastructure and ecosystem.”
Minister Lee Sang-min stated, “The Ministry of the Interior and Safety will spare no support for the Digital Platform Government Committee based on its accumulated experience in digital government,” and added, “Going forward, together with the Digital Platform Government Committee, we will innovate government work methods through data-based administration and improve public services tailored to individuals.”
