[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) will conduct the ‘Senior Officials Integrity Evaluation’ from the 20th to the 30th of this month to improve internal integrity and foster a sound public service culture.
The evaluation will be conducted in the form of a survey covering three areas: ‘Organizational Environment Corruption Risk,’ ‘Work Environment Corruption Risk,’ and ‘Individual Integrity.’ The survey consists of 30 items including ‘Fair Job Performance,’ ‘Prohibition of Unfair Gains,’ ‘Creation of a Healthy Public Service Atmosphere,’ and ‘Efforts and Leading by Example in Practicing Integrity.’
The evaluation panel is composed of senior, peer, and subordinate employees according to the survey items. Designated evaluators will assess ‘Organizational Environment Corruption Risk,’ ‘Work Environment Corruption Risk,’ and ‘Individual Integrity.’
In the ‘Individual Integrity’ category, senior officials at grade 6 team leader level or above will be evaluated on their personal integrity over the past year, with deductions applied for disciplinary actions reflected in the evaluation results.
The evaluation method utilizes the Anti-Corruption and Civil Rights Commission’s ‘Standard Model for Diagnosing Corruption Risk in Senior Public Officials’ to ensure objectivity and to address issues such as popularity voting or image evaluation that may arise during surveys.
The survey is conducted online via links sent to employees’ individual emails and mobile devices. To guarantee confidentiality, respondents’ identities are not disclosed, and evaluation content is encrypted so participation is secure.
Going forward, the district will provide evaluation results to the evaluated individuals to encourage self-improvement in ethics and integrity, while using the data at the institutional level to improve corruption risk factors and establish integrity policies.
A district official stated, “We hope this integrity diagnosis will lead to senior officials setting an example and establishing a culture of integrity within the organization,” adding, “We will continue to do our best to foster a sound public service culture to implement administration trusted by residents.”

Seongdong-gu (Mayor Jeong Won-oh) announced on the 20th that it delivered 300 special waste collection boxes made by the Seongdong Fashion Sewing Association, selected through the ESG Practice Contest, to sewing businesses.
The ‘special waste collection box’ is a container for items such as knives, small scissors, and needles, allowing safe separation and storage of sewing materials that could cause injury if carelessly discarded during work.
Additionally, in the work environment filled with numerous fabrics, sewing-related items can be immediately placed into the collection box during work, eliminating the need for separate efforts to collect waste.
The ‘special waste collection box,’ created for the safety and convenience of sewing workers, was produced by the Seongdong Fashion Sewing Association after being selected as the executing organization for the ‘2022 Seongdong-type ESG Practice Contest.’
The association, which promotes various projects for sewing workers such as improving work environments and establishing a stable production base for the fashion sewing industry, actively reflected the essential needs of actual sewing workplaces in the product.
The fabric handle, designed for sewing workers who use their hands extensively, opens easily with a light pull, and the collection box’s appropriate size and light weight enhance mobility and convenience in the workspace.
The delivery ceremony, attended by Mayor Jeong Won-oh and 30 sewing industry representatives, also included the donation of 1,000 cooling mat cushions.
The cooling mats donated by the Seongdong Fashion Sewing Association were funded by profits generated through the ‘2021 Seoul City Garment Manufacturing Industry Collaboration Project’ and the ‘Fashion Exhibition Project Contest,’ and will be distributed along with the ‘special waste collection boxes’ to sewing workers who must work seated for long hours during the hot summer.
Having established the ‘2022 Seongdong-type ESG Policy Comprehensive Plan’ and selected 21 ESG contest organizations in April, the district is actively demonstrating ESG practice through projects such as the production of the ‘special waste collection boxes.’
A district official explained that the Seongdong-type ESG practice policy, which actively creates an environment practically needed by sewing industry workers and enhances values of ‘safety’ and ‘environment’ along with the recycling rate of collected special waste, will continue to function as a sustainable virtuous cycle for the local industry.
Mayor Jeong Won-oh said, “Through the promotion of the Seongdong-type ESG project, we are achieving the effect of restoring values increasingly important in society,” adding, “We will continue to do our best to revitalize the urban economy and fully implement ESG through leading ESG policy practices.”
Seodaemun-gu (Mayor Moon Seok-jin) will hold the 4th Industrial Revolution Camp ‘Fly! Drone, Unfold! My Dream’ for about 120 people with disabilities in the region from the 27th to the 30th of this month at the Seodaemun-gu Lifelong Learning Center and Convergence Talent Education Center (49 Yeonhui-ro 36-gil).
The camp will be held eight times over four days, with sessions at 10 a.m. and 1:30 p.m. each lasting 2 hours and 30 minutes, with about 15 participants per session.
The district prepared this event as part of operating the ‘Lifelong Learning City for People with Disabilities’ selected by the Ministry of Education to enable people with disabilities to access technology in line with changing times.
Participants will observe various types of drones, from toys to aerial photography drones, and experience self-camera drone shooting.
They will also practice drone flight using simulators tailored to their disability type and severity, then pilot mini drones in real life. Additionally, they will watch group drone flights and experience drone flight through coding.
Side events include observing toy drones being printed with a 3D printer, checking the printed results, and making flowerpots by selecting natural moss in desired colors.
To conduct these programs, spaces within the center such as the AI room, deep learning room, smart space, and drone & autonomous driving room will be utilized.
This year, Seodaemun-gu was the first among Seoul’s 25 autonomous districts to be selected as a Lifelong Learning City for People with Disabilities by the Ministry of Education (National Institute of Special Education), and plans to further support lifelong learning for people with disabilities in the region.
Dongdaemun-gu (Mayor Yoo Deok-yeol) will implement the ‘Multi-child Mom Postpartum Recovery Support Project’ from July, providing medical expense support related to postpartum recovery and treatment for women who have given birth to three or more children.
The ‘Multi-child Mom Postpartum Recovery Support Project’ is a pilot project starting this July, in cooperation with 24 obstetrics and gynecology clinics and Korean medicine clinics in the district, aimed at promoting maternal health and reducing the economic burden of postpartum recovery by supporting postpartum recovery for women who have given birth.
Eligible recipients are women who have been registered residents of Dongdaemun-gu for at least six months as of the date of childbirth, have given birth to their third or subsequent child on or after July 1 of this year, and have fully used their National Happiness Card’s pregnancy and childbirth medical expenses at the time of application.
Eligible mothers can receive support of up to 300,000 KRW per person for out-of-pocket expenses (covered and non-covered) related to postpartum recovery treatment incurred from obstetrics and gynecology or Korean medicine clinics after childbirth. However, costs related to surgery, procedures, examinations, consultations, injections, acupuncture, pharmacopuncture, and herbal medicine related to postpartum recovery are supported, while costs for postpartum care centers and non-postpartum recovery-related expenses such as cosmetic treatments are excluded.
Applicants should bring required documents (resident registration certificate, confirmation of exhaustion of National Happiness Card pregnancy and childbirth medical expenses, consent form for collection and use of personal information, etc.) and apply in person at the Dongdaemun-gu Public Health Center. Applications are accepted from the date of childbirth until December 10, with early closure possible if the budget is exhausted.
Selected recipients will receive a support decision notice, which they can present at designated medical institutions (24 obstetrics and gynecology and Korean medicine clinics designated by Dongdaemun-gu) to receive postpartum recovery care. A health center official said, “We hope the ‘Multi-child Mom Postpartum Recovery Support Project’ will reduce the economic burden on families with multiple children and help postpartum health management for women,” adding, “We will continue to support multi-child mothers to ensure their health is not compromised by childbirth.”
