Gwangyang City Council Holds the 309th Extraordinary Session in a One-Day Schedule


[Asia Economy Honam Reporting Headquarters, Reporter Heo Seon-sik] The Gwangyang City Council in Jeollanam-do (Chairman Jin Su-hwa) opened the 309th extraordinary session on the 10th for a one-day schedule.
The Gwangyang City Council’s extraordinary session was originally scheduled for July but was convened following the Gwangyang mayor’s request for an extraordinary session on May 27.

In this extraordinary session, due to the increase of one member in the Gwangyang City Council following electoral district adjustments, the council approved the "Partial Amendment Ordinance on the Composition and Operation of Committees of the Gwangyang City Council" to ensure smooth council operations.

Five agenda items submitted by the mayor, including the 3rd supplementary budget proposal for 2022, partial amendment ordinance on the establishment of the Gwangyang City administrative organization, partial amendment ordinance on the staffing of Gwangyang City local government officials, the 3rd occasional shared property management plan for 2022, and the consent proposal for the 2022 budget contribution to the Gwangyang City Children’s Care Foundation, were not presented at the plenary session.

Earlier, on the 7th, the city council held a meeting among council members and agreed that all five agenda items submitted by the mayor should not be handled during this session but rather should be decided upon through joint consideration by the newly elected Gwangyang mayor of the 8th term and the 9th Gwangyang City Council for regional development and citizen welfare.

Among the mayor’s submitted agenda items, the matters concerning the establishment of administrative organizations and staffing adjustments were rejected at the 308th extraordinary session, and the consent for the Children’s Care Foundation budget contribution had been rejected three times in previous sessions.

Chairman Jin Su-hwa stated, “The agenda items submitted by the current Gwangyang mayor are not timely given the upcoming launch of the 8th term administration, and the new mayor should listen to citizens’ opinions and thoroughly review and discuss these matters.”

Meanwhile, the Gwangyang City Council plans to hold the 310th extraordinary session from July 1 to 4, during which it will elect the chairman and vice-chairman, followed by the formation of standing committees and the election of committee chairs.
