Metropolitan Area 3rd Phase New Town 'Metropolitan Railway Project' Promotion... [Asia Economy Reporter La Young-chul] The major transportation infrastructures for the 3rd phase new towns in the Seoul metropolitan area, the Goyang-Eunpyeong Line and the Gangdong-Hanam-Namyangju Line metropolitan railways, are set to be actively promoted.


According to Gyeonggi Province on the 9th, feasibility studies and basic plan establishment projects for the two metropolitan railways have been initiated, aiming for basic plan approval in the second half of next year.


The Goyang-Eunpyeong Line metropolitan railway is a 13.9 km route starting from Saejeol Station on Seoul Subway Line 6, passing through Changneung New Town, and reaching Goyang City Hall, with a total project cost of 1.41 trillion KRW.


It is expected to become a major metropolitan public transportation axis connecting the Goyang area and Seoul City, linking Seoul Subway Lines 3, 6, and the GTX-A line.


The Gangdong-Hanam-Namyangju Line metropolitan railway is an extension of the Seoul Subway Line 9 Phase 4 construction project (Dunchon-dong to Gangil-dong, Gangdong-gu, Seoul, scheduled to open in 2027).


With a total project cost of 2.1032 trillion KRW, it will connect 18.1 km from Gangdong-gu, Seoul, through Hanam City's Misa District and Namyangju City's Wangsuk New Town, to Jinjeop 2 District.


Upon completion, it is expected to enhance transportation convenience for residents of Wangsuk New Town and accelerate the development of northeastern Gyeonggi Province by establishing transfer systems with the Gyeongui-Jungang Line, Gyeongchun Line, GTX-B, and Jinjeop Line.


This follows the metropolitan transportation improvement measures confirmed in December 2020 for the Changneung and Wangsuk districts and is in line with the 4th National Railroad Network Construction Plan announced in July 2021.


Through this project, the province plans to review transportation demand forecasts and appropriate facility scales, select optimal alternative routes, and establish construction and operation plans.


In particular, to stabilize the metropolitan housing market and create self-sufficient cities with convenient transportation?the core purpose of the 3rd phase new town development?the province plans to construct railway stations linked with the new town development plans.


Before establishing the basic plan, opinions from the 3rd phase new town project implementers, relevant local governments, experts, and local residents will also be reflected.


The province aims to prepare a draft basic plan by the first half of next year through consultations with related agencies and public hearings, and to apply for basic plan approval from the Ministry of Land, Infrastructure and Transport with the goal of finalizing and announcing the basic plan in the second half.


A provincial official stated, "It is necessary to open the railway on time so that residents of the 3rd phase new town areas do not experience transportation inconveniences during the early stages of moving in," adding, "We will promptly complete the basic plan procedures through close cooperation between the central government and related local governments."


Meanwhile, regarding the Songpa-Hanam Line metropolitan railway included in the metropolitan transportation improvement measures for the Hanam Gyosan District, the province plans to proceed with the basic plan establishment process once the Korea Development Institute (KDI) confirms the preliminary feasibility study for the public institution project.
