Gyeongbuk Office of Education Expands Education Budget by 10 Billion KRW through Sale of Unused Land... Transparent and Fair Management of Public Assets Gyeongbuk Office of Education.

[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Gwi-yeol] The Gyeongbuk Office of Education has expanded revenue by 10.084 billion KRW through the sale of 160 unused or illegally occupied plots of land as part of the "Disposal of Unused Shared Property Outside School Fences" project, which has been underway since last year.


Through this project, significant effects were achieved in increasing educational finances by updating data for managing shared property outside school fences, imposing compensation fees on illegally occupied land, and selling such properties. Above all, it enhanced the fairness and transparency of shared property management.


The Office of Education conducted a full survey by on-site inspection of all properties outside school fences to update the data. Since 2021, it has strengthened the transparency of property sales by mandating that the "Gyeongbuk Office of Education Shared Property Management Advisory Group" review all property sales through private contracts.


Among the total 160 plots sold, only 36 cases (22.5%) were sold privately to individuals, excluding sales through local governments or public bidding. Most of these involved cases where private buildings occupied parts of the shared property, making private sales unavoidable.


Additionally, by submitting matters such as incorporation compensation or restoration of shared property under the superintendent’s jurisdiction, which local governments occupy or use for public purposes like roads, sidewalks, and flower beds, to the "Education Administration Council," the project also induced cooperation and interest from local governments, which can be seen as another effect of this initiative.


Choi Seon-ji, Director of the Finance Department, stated, “By reviewing future utilization plans and future value of leftover or unused land outside school fences and disposing of them through fair and transparent procedures, we are promoting the efficiency of shared property management and significantly contributing to the increase of educational finances. We will continue to review and implement better shared property management measures going forward.”
