Yeongjinwi Facilitates Labor-Management Agreement in Film Industry... Research Results Released After 7 Years
A basic framework for the wage standards of film workers has been established. On the 20th, the Korean Film Council announced the "Research on Standard Wage Guidelines for Film Workers." This is a research report on wage standards. It was disclosed seven years after the enactment of Article 3-3, Paragraph 1 of the "Act on the Promotion of Films and Video" in 2015. The Korean Film Council has conducted three related surveys and studies based on the amended law. However, the announcement was continuously delayed due to the failure of labor-management agreement. The Council revived the dormant issue by consulting with labor and management organizations from the planning stage. They also involved them in the research process to increase understanding and acceptance.
The foundation of the research content is a comparative analysis of systems similar to the standard wage guidelines, such as the minimum wage system, extension of collective agreement effects, living wage system, and appropriate wage system. The goals and effects of the standard wage guidelines were provisionally confirmed, and by analyzing surveys and salary data, formalized standard wage guidelines and standard monthly wages by job type and rank were presented. A Korean Film Council official stated, "This is not an official standard wage guideline. It is merely a proposal by the research team," adding, "There is a need to enhance the reliability of the data through broad discussions and extensive salary data collection." He further emphasized, "Active cooperation and collaboration from film organizations, production companies, and investment-distribution companies are necessary."
