[Asia Economy Reporter Hwang Seoyul] The Ministry of Land, Infrastructure and Transport, Seoul Metropolitan Government, and Gangdong District Office will conduct a joint inspection next week targeting the Dunchon Jugong Association, which is in conflict with the construction consortium (Hyundai Engineering & Construction, HDC Hyundai Development Company, Daewoo Engineering & Construction, Lotte Engineering & Construction) of the Dunchon Jugong Reconstruction Maintenance Project in Gangdong-gu, Seoul.


According to the Seoul Metropolitan Government and Gangdong District Office on the 19th, from the 23rd of this month to the 3rd of next month, a joint inspection team composed of the Ministry of Land, Infrastructure and Transport, Seoul Metropolitan Government, Gangdong District Office, and external experts will conduct a joint inspection of the operational status of the Dunchon Jugong Association. The inspection will cover ▲ selection and contracting of service providers ▲ accounting processes such as fund borrowing, budget planning, and execution ▲ association operations including general meetings and information disclosure. Gangdong District Office has already sent an official letter to the association detailing the inspection contents and cooperation requirements.


The joint inspection was reportedly moved up from the originally scheduled July at the request of Gangdong District. A Gangdong District official stated, “Given the recent surge in suspicions regarding the association, we judged that a prompt joint investigation was necessary and requested Seoul to advance the scheduled inspection.” He added, “Dunchon Jugong association members have previously filed complaints requesting a fact-finding investigation with Seoul Metropolitan Government.”


Following the inspection results, Seoul Metropolitan Government will establish an action plan. Any matters requiring administrative guidance or corrective measures will be disclosed on the Seoul Maintenance Project Information Portal, and related actions will be carried out through the district office. If further investigation is necessary, the police may be requested to conduct an inquiry.


The Dunchon Jugong Reconstruction Maintenance Project has been halted since April 15 due to conflicts between the association and the construction consortium. The situation has worsened since the consortium announced plans to dismantle tower cranes on the 17th. The project involves demolishing 5,930 households and constructing the new apartment complex “Olympic Park Foreon,” consisting of up to 35 floors, 85 buildings, and 12,032 households.
