Why Did Gwangjin-gu Establish the 'Integrity Ontact Learning System'?


[Asia Economy Reporter Park Jong-il] Gwangjin-gu is operating the ‘2022 Integrity Ontact Learning System’ to strengthen employees' integrity capabilities and realize the practice of integrity in daily life.


The ‘Integrity Ontact Learning System’ is linked with the Saeol Administrative System used by all employees, allowing them to study before starting work.


This training will be conducted 35 times in total every Tuesday and Thursday over four months from May 17 to September 13.


The main learning content includes anti-corruption and integrity systems such as the Improper Solicitation and Graft Act and the Code of Conduct for Public Officials, which present desirable values and behavioral standards that public officials should pursue in the course of their duties, as well as public officials' ethical awareness, prevention of workplace harassment and power abuse.


In addition, to stimulate employees' interest and encourage voluntary participation in integrity education, various contents such as videos, card news, and webtoons are composed.


In particular, related content is given significant emphasis to ensure thorough understanding of the Conflict of Interest Prevention Act, which is being implemented from this year.


The district expects that all employees participating in the Integrity Ontact Learning will lead to the practice of integrity in daily life, raise anti-corruption and integrity awareness, and serve as an opportunity to spread a trustworthy and clean public service culture to residents.


Moreover, Gwangjin-gu is creating an integrity organizational culture through various policies such as ▲operating Integrity Happy Call ▲anonymous corruption reporting system (Helpline) ▲publishing integrity newsletters and integrity OX quizzes ▲implementing one integrity practice task per department (dong) ▲mandatory completion of 5 hours of integrity education ▲customized anti-corruption integrity education.


Why Did Gwangjin-gu Establish the 'Integrity Ontact Learning System'?


Gwanak-gu is recruiting participants for the ‘University Student Part-time Job’ program, which allows students to experience administrative work and gain social experience during the upcoming summer vacation.


The ‘University Student Part-time Job’ is a job program operated annually during university vacation periods to help local university students better understand district administration and form a proper work ethic.


Eligibility requires applicants to be enrolled or on leave as of the application start date (May 30, 2022) at a domestic junior college or four-year university registered in Gwanak-gu, with a total of 150 students to be recruited.


The application period is from May 30 to June 3, and applications can be submitted online through the Gwanak-gu Office website (Participation/Reservation → Administrative Application).


Notably, among the 150 recruits, 37 (25%) will be specially selected from basic livelihood security recipients, low-income groups, persons with disabilities, and North Korean defectors.


Selected students will work for 20 days from July 4 to 29, assisting with various administrative tasks such as civil service guidance, document organization, and quarantine support, gaining on-site experience of various duties performed by public officials.


Departments will be assigned considering applicants' majors, preferred work locations, and the nature of the department's work to help with social life.


Participants will be randomly selected through a computerized lottery, and the final list of selected candidates will be posted on the district website on June 10.


A district official said, “This year, we have significantly increased the number of part-time jobs from 100 last year to 150 to support university students who are facing economic difficulties due to COVID-19 and finding it hard to get jobs such as part-time work. We hope this will be an enjoyable experience where students can earn tuition fees and experience district administration by working part-time at government offices during the vacation.”
