The notification is issued under the name of Minister of Unification Kwon Young-se, and the recipient is Kim Yong-chol, head of the United Front Department of the North.
The Ministry of Unification explained that the notification "states the willingness to provide vaccines, medicines, masks, diagnostic tools, etc., in relation to the outbreak of the Omicron variant in the North, and to carry out technical cooperation such as sharing our quarantine experience, while proposing practical talks between the South and the North for this purpose."
The Ministry of Unification stated, "We hope that the North will respond positively to our offer of health and quarantine cooperation."
