Visiting the National Assembly for the second supplementary budget policy speech, President Yoon had a conversation with National Assembly Speaker Park Byeong-seok and the ruling and opposition leaders before his plenary session speech. At this meeting, President Yoon said, "I believe that democracy means parliamentary democracy, where the parliament is the center of state affairs," and added, "The president has the role of representing the nation and exercising executive power, and will realistically implement the bills and budgets made by the parliament. Regarding policies, even if they are not bills or budgets, if the government is pursuing any policies, I will consult in advance with parliamentary leaders and, through in-depth discussions, create a national consensus to promote them."
Speaker Park also emphasized bipartisan cooperation. He said, "The country is in a very difficult situation," and added, "To resolve everything, a national consensus and national unity are urgently needed." Speaker Park stated, "I hope the president will communicate more with the parliament, respect the parliament, and establish the principle of prior consultation and subsequent action by first consulting the National Assembly on important issues before taking measures." He continued, "Especially when there are important budgets, laws, or policies, I hope you will explain them to the National Assembly in advance and also explain them sincerely to the opposition."
