Seodaemun-gu Recognized for Active Efforts and Achievements in Identifying and Supporting Low-Income Vulnerable Groups, Awarded Minister of Health and Welfare Commendation
[Asia Economy Reporter Park Jong-il] Gwangjin-gu is taking steps to establish work discipline among its public officials ahead of the 8th local elections.
From the 16th to June 10th, the district will conduct ▲special inspections ▲public official discipline education ▲self-audits on fraudulent claims for travel expenses and allowances for all employees based on the ‘Plan to Establish Public Official Discipline in Preparation for the 8th Nationwide Simultaneous Local Elections’ that it independently established.
During the special inspections, the focus will be on acts such as providing or leaking important documents or information to specific candidates, ▲violations of election neutrality, fraudulent claims for overtime pay and travel expenses, unauthorized absence during working hours, drinking alcohol, and other ▲violations of the public officials’ code of conduct. Additionally, passive work handling such as negligence, omission, acceptance of money or valuables related to duties, and acts that damage the dignity or involve misconduct of public officials will be thoroughly checked.
The district will also provide educational materials on ▲the neutrality of public officials under the Public Official Election Act ▲compliance with obligations as public officials under the Anti-Graft Act and Conflict of Interest Prevention Act ▲maintaining a clean attitude and dignity, and adherence to the public officials’ code of conduct, and will conduct public official discipline education.
Furthermore, self-audits on improper receipt of travel expenses and overtime pay will be conducted simultaneously to lead the realization of a clean district administration.
The district initiated this establishment of public official discipline to prevent negligence during the election season and to create an atmosphere where affiliated public officials can work with integrity.
Going forward, the district plans to continue efforts in various ways to prevent cases of lax work discipline and enhance transparency.

Yongsan-gu (Mayor Seong Jang-hyun) has established a smart safety management system to create a continuous safety management system for facilities.
The ‘Smart Safety Management System’ is a system that integrates management of facilities and predicts and prevents accident risks by utilizing digital technologies such as Internet of Things (IoT) sensors.
Through this project, the district installed 642 IoT measurement sensors at 54 public facilities and 68 private facilities. It is expected that early detection of risk signs such as facility collapse will significantly prevent accidents.
The IoT measurement sensors measure and transmit real-time data on facility tilt (130∼30), cracks (10mm∼50mm), vibration (maximum amplitude 0.12mm), temperature, and humidity. The system automatically detects dangerous situations based on the received data and notifies the facility’s responsible public officials.
The sensor installation targets include ▲public facilities rated B or below in safety grade ▲private facilities rated C or below in safety grade ▲small-scale aging buildings requiring repair and reinforcement based on safety inspection results ▲public facilities with high user density.
A district official stated, “For private facilities, we confirmed sensor installation sites after obtaining owners’ consent,” and added, “We will continue to discover facilities that require monitoring and fully utilize the safety management system.”
The district invested a total of 1.8 billion KRW, including 800 million KRW in national funds secured from the Ministry of the Interior and Safety’s ‘Digital-Based Aging and Risk Facility Safety Management System Construction Project’ competition held in March 2021, to build the system.
User training for facility management departments will be conducted in May, followed by pilot operation until June to improve the system, with full operation scheduled to begin in July.
Yongsan-gu Mayor Seong Jang-hyun said, “Since 60% of our buildings are over 30 years old, it is necessary to detect accident risks in advance,” and added, “We will actively utilize digital technology to thoroughly manage aging facilities.”
Seodaemun-gu (Mayor Moon Seok-jin) announced on the 13th that it recently received a commendation from the Minister of Health and Welfare in recognition of its active efforts and achievements in discovering and supporting low-income vulnerable groups.
The Ministry of Health and Welfare selects outstanding local governments annually to spread exemplary cases of discovering and supporting welfare blind spots.
This year, 23 cities, counties, and districts nationwide were awarded, including 13 in the ‘Outstanding Performance in Discovery and Support’ category and 10 in the ‘Outstanding Efforts in Self-Discovery’ category.
Seodaemun-gu was the only autonomous district in Seoul selected in the ‘Outstanding Efforts in Self-Discovery’ category.
The district received high praise for ▲discovering and supporting welfare blind spots through cooperation with the Dong Mabom Council, community leaders, and merchants in daily life industries ▲linking public services and private resources through visiting welfare services ▲establishing the ‘Seodaemun Gorunanum System’ for meticulous management of public-private welfare resources based on data ▲care services for vulnerable single-person households using Smart Doorbell Service, AI speakers, and the Seoul Salpimi app.
Additionally, the award was attributed to ▲proactive discovery and investigation of family caregivers (young carers) ▲a full survey of single-person households aged 50 and above with housing vulnerabilities ▲discovery of welfare blind spots conducted alongside resident registration fact-finding surveys ▲operation of a welfare blind spot discovery system utilizing big data on 34 types of crisis signs.
Mayor Moon Seok-jin said, “We will work even harder to realize ‘Happy City Seodaemun’ through customized welfare services based on this award.”
