The public recruitment of vote observers is a system implemented since the 20th National Assembly election in 2016 to enhance the transparency of the vote counting process.
Vote observers can freely patrol, monitor, or film the vote counting situation inside the counting center at any time, and if they discover any illegalities related to the vote counting, they can request corrections.
Those who wish to become vote observers can apply by verifying their identity and filling out an application form on the Central Election Commission website or by submitting a written application to the district, city, or county election commission with jurisdiction over their residence.
Anyone with voting rights can apply, but those who are not citizens of the Republic of Korea, minors (under 18 years old), public officials, or those restricted by the Public Official Election Act cannot become vote observers.
The vote observers publicly recruited this time will be additionally selected by lottery within 20% of the number of vote observers that political parties or candidates can report, and they will observe at five counting centers in Gwangju.
