Prosecutors' Office Act Followed by Criminal Procedure Act Amendment Passed in Plenary Session (Update)

[Asia Economy Reporters Oh Ju-yeon and Kwon Hyun-ji] The amendment to the Criminal Procedure Act, which is part of the 'Geomsu Wanbak (Complete Removal of Prosecutorial Investigation Rights)' bill focusing on the separation of investigation and prosecution rights of the prosecution, passed the National Assembly plenary session on the morning of the 3rd. Following the passage of the amendment to the Prosecutors' Office Act on the 30th of last month, the passage of the Criminal Procedure Act amendment on this day completed the Geomsu Wanbak legislation promoted by the Democratic Party.

The National Assembly, at the plenary session held at 10 a.m. that day, placed the amendment to the Criminal Procedure Act as the first agenda item and passed it three minutes after the session was declared open.


Out of 174 members present, 164 voted in favor, 3 opposed, and 7 abstained.


After passing the first Geomsu Wanbak bill, the amendment to the Prosecutors' Office Act, on the 30th of last month, the Democratic Party immediately submitted the amendment to the Criminal Procedure Act, but the People Power Party blocked it by filibustering (unlimited debate). However, the Democratic Party countered with a 'salami tactic' by splitting the session, and the filibuster automatically ended with the session's closure at midnight on the 30th.


The amendment to the Criminal Procedure Act passed on this day, along with the previously processed amendment to the Police Act, is expected to be promulgated at the Cabinet meeting held in the afternoon.
