[Asia Economy Reporter La Young-cheol] Kang Yong-seok, an independent preliminary candidate for Governor of Gyeonggi Province, likened the government to a "gangster who robs the people's pockets" and announced on the 1st, "Based on economic speed, I will comprehensively raise the speed limit on all expressways in Gyeonggi Province to 90 km/h."


On the afternoon of the same day, Kang held a press conference in front of Gwacheon Racecourse Park and announced a pledge titled "Abolishing Speed Regulations That Collect Fines."


Kang cited the "number of speed limit violations on Gwacheon-daero" as an example, emphasizing, "In 2019 alone, the number of violations caught by speed cameras installed in front of Gwacheon IC was as high as 38,560 cases, making it the highest number of speed limit violations in Gyeonggi Province."


He continued, "By limiting road speeds in Gyeonggi Province to 30-50 km/h, the government is robbing the pockets of residents," and pointed out, "This directly impacts the livelihoods of small business owners who make a living through driving."


According to his argument, expressways are designed for speeds of 90-100 km/h, and limiting them to 50-60 km/h is actually uneconomical due to increased fuel consumption and other factors.


Therefore, he pledged to raise the speed limit on expressways in Gyeonggi Province to 90 km/h and to devise solutions through thorough investigations.


The purpose of Kang's pledge is to implement speed regulations that align with reality and road conditions.


Kang also proposed a "total quota system for traffic enforcement CCTV." The core idea is not to increase the number of unmanned speed cameras in Gyeonggi Province but to relocate cameras installed on existing roads to new roads when they are constructed.


According to statistics from the Gyeonggi Northern and Southern Police Agency that he disclosed, the current number of unmanned speed enforcement cameras in Gyeonggi Province totals 2,754 units, with 2,017 in the southern region and 737 in the northern region (including mobile and multifunctional cameras).


Kang criticized, "The government, which increases tax revenue by collecting fines, is nothing more than a gangster robbing the pockets of citizens who use the roads."


He also proposed raising the speed limit to 60 km/h during late-night hours when children are not present in "Children Protection Zones" and introducing a system that installs "traffic signal countdown timers" to allow drivers to anticipate the next signal.


Kang promised, "I will manage Gyeonggi Province with policies that deliver great effects at low costs, eliminate residents' inconveniences with practical policies, and become a governor who makes people feel an improvement in their quality of life."


He also stated, "While it is good to have good pledges, I ask that the original author be noted as Kang Yong-seok," adding, "I will not become a candidate who copies others' pledges."
