Establishing Landscape Plans for Future Gangdong-gu Urban Image Formation: From Landscape Status Analysis to Management Plans Considering Regional Characteristics... Presenting 'Gangdong-type Landscape Guidelines' and Promoting Partial Amendment of Gangdong-gu Landscape Ordinance
[Asia Economy Reporter Park Jong-il] Gangdong-gu (Mayor Lee Jeong-hoon) has completed a 1 year and 6 months project for the ‘Gangdong-gu Landscape Plan Establishment Service,’ which was promoted to analyze the current status of the landscape and prepare a landscape management plan with a distinct identity for Gangdong-gu based on regional characteristics.
The newly established ‘Landscape Plan’ is the first of its kind among Seoul’s autonomous districts, initiated to lay the foundation for forming Gangdong-gu’s identity that can be differentiated from other regions and to shape the future urban image of Gangdong-gu.
The ‘Gangdong-gu Landscape Plan Establishment Service’ was carried out through tasks including ▲landscape status survey and analysis ▲basic landscape plan ▲implementation plan. In particular, the ‘Basic Landscape Plan’ divided the district’s administrative area into zones and prepared management plans considering the landscape resources and characteristics of each region. The Cheonho-Seongnae and Gildong-Dunchon zones, where low-rise residential buildings are densely concentrated, were designated as ‘Strategic Management Zones’ with specific management plans presented.
Additionally, management plans for ‘landscape axes’ were proposed, considering connectivity with natural landscapes and urban infrastructure such as green axes, waterfront axes, street axes, and road axes, as well as management plans linked to station areas and historical-cultural resources.
To ensure the effectiveness of the landscape plan, concrete implementation measures were also prepared. A ‘Landscape Guideline’ was established, presenting specific design directions and principles targeting buildings, colors, nightscape, open spaces, and outdoor advertisements. This guideline is used comprehensively during landscape reviews and consultations by preparing landscape checklists and verifying the application of the landscape guideline.
Moreover, based on the types of landscape projects under Article 16 of the Landscape Act and Article 9 of the Gangdong-gu Landscape Ordinance, the types of landscape projects feasible in Gangdong-gu were established. A procedure is underway to review and select projects currently promoted by the district that can be pursued as continuous projects in the future. The landscape review system is also being improved, and the ‘Gangdong-gu Landscape Ordinance’ is currently undergoing revision procedures to effectively operate the ‘Basic Landscape Plan’ and ‘Implementation Plan.’
Lee Jeong-hoon, Mayor of Gangdong-gu, said, “From analyzing the landscape resources and urban condition changes that the district possesses to specifying the management targets and scope, we have prepared an effective implementation plan and established a strategic landscape plan for long-term urban landscape formation. We will strive to improve landscape design, which can be considered the city’s competitiveness, by revising the ‘Landscape Plan’ every five years in the future.”
