Selected as Excellent Institutions in the Second Half of Last Year Following the First Half for 243 Local Governments Nationwide
Playing a Key Role as a Catalyst for Regional Economic Revitalization with a 1.8% Increase in Employment Rate Compared
[Suncheon=Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Suncheon City, Jeollanam-do announced on the 28th that it was selected as an excellent institution in last year’s “Second Half Local Finance Rapid Execution National Evaluation” hosted by the Ministry of the Interior and Safety, earning the honor of being selected as a national excellent institution for the second consecutive time.
This evaluation reflected the execution rate as of December 31 of last year and comprehensively reviewed the rapid execution achievement performance for the second half of last year, consumption and investment execution performance by the 3rd and 4th quarters, and job project execution performance for 243 local governments nationwide.
As a result of the final evaluation, Suncheon City executed 1.4783 trillion KRW out of the rapid execution target amount of 1.7163 trillion KRW (execution rate 86.13%), exceeding the target rate by 9.5%. It achieved 2nd place overall in Jeollanam-do and 1st place in the consumption and investment sector within the province, being selected as a “national excellent institution.” It secured a special grant of 80 million KRW as a financial incentive for excellent institutions, which will be invested in pending projects for citizens.
Despite the worsening financial conditions and regional economic recession caused by the prolonged COVID-19 damage over the past two years, the city showed its determination for an early recovery of people’s livelihoods and a “Suncheon economy V-shaped rebound” through active and planned financial execution. Even amid the prolonged COVID-19 situation, the city mobilized all administrative capabilities to recover the real economy and achieved good results.
In particular, by introducing one-on-one close consulting for large-scale investment projects and outsourcing long-term land compensation tasks to specialized institutions, the city improved residents’ perception through efficient financial execution. It also focused on managing major projects with significant job creation effects, such as the Suncheon-type job project, support for jobs for the disabled and elderly, and support projects for the second career of middle-aged people.
The result of expansive financial management expanded social participation opportunities for various classes, achieving encouraging outcomes such as an increase in employment rate amid the COVID-19 crisis and consecutive achievements as a national excellent institution for rapid execution.
According to the regional employment survey results for the second half of last year by Statistics Korea, the employment rate of those aged 15 and over in Suncheon City was 63.3% (145,000 employed), an increase of 1.8% from the 61.5% employment rate (140,000 employed) during the same period in 2020. This was especially remarkable as employment increased even in 2020 when COVID-19 began, contrasting with the nationwide decline in employment rates in most regions.
Son Jeom-sik, Acting Mayor of Suncheon (Vice Mayor of Suncheon City), said, “Being selected as an excellent institution for two consecutive times in the first and second halves is the result of proactive administration by employees who dedicated themselves in their respective positions to revitalize the local economy stagnated by COVID-19.” He added, “We will continuously promote administration that provides practical help to the lives of our Suncheon citizens and unite all capabilities to achieve this year’s administrative goal of ‘Recovering daily life, Reviving the economy’ at an early stage.”
Meanwhile, Suncheon City is also showing excellent performance by achieving the highest execution amount of 118.9 billion KRW in Jeollanam-do in the Ministry of the Interior and Safety’s first quarter rapid execution mid-term evaluation this year, exceeding the target amount of 102.7 billion KRW by 115%.
