[Asia Economy Reporter Park Jong-il] Gangnam-gu (District Mayor Jung Soon-gyun) has cleared 3,509 long-term seized assets that were virtually worthless this year to help small-scale tax delinquents facing economic difficulties.


This measure aims to provide an opportunity for self-reliance to 1,762 livelihood-type delinquents suffering from legal restrictions such as credit rating downgrades and limitations on loan and credit card issuance, while reducing costs and manpower spent on managing seized assets to enhance the efficiency of tax administration.


Since November last year, Gangnam-gu conducted a comprehensive investigation of 13,753 seized assets registered in the seizure ledger over six months, analyzed their practical benefits, and released the seizure on 17 real estate properties, 2,701 vehicles, 202 deposits, and 598 bonds including wages, deposits, securities, and domains.


They also manually reviewed 3,564 auction, rehabilitation, and bankruptcy cases and cleared 626 cases that had been previously closed. The real estate included land valued under 1 million KRW based on individual publicly announced land prices and cars older than 15 years, which had been previously requested for public auction by the Korea Asset Management Corporation but were returned due to lack of practical benefit. Bonds were also included if they could not cover the delinquent amount.


Jung Soon-gyun, Mayor of Gangnam-gu, said, "This year, Gangnam-gu will be the first nationwide to refund overpaid taxes ex officio and provide the largest tax support benefits among autonomous districts for taxpayers facing economic difficulties due to COVID-19. We will create 'Gangnam, the No.1 City' as a model for other regions through empathetic administration reflecting the voices of residents."

Yangcheon-gu (District Mayor Kim Soo-young) announced that it has completed the construction of the Mokdong Kkaebi Market Customer Parking & Sharing Center (208 Deungchon-ro) and will hold an opening ceremony on the 27th.


The Mokdong Kkaebi Market Customer Parking & Sharing Center was created to revitalize the local commercial district and serve as a communication space where all generations, from children to seniors, can gather and use together.


Construction began in May 2020, with a total investment of 20.47 billion KRW, covering a total area of 3,698.23㎡ from basement level 2 to the 4th floor above ground.


Main facilities include ▲customer parking lot ▲Mokdong Senior Smart Education Center ▲Cafe Masilda-sil ▲Toy Library & Shared Childcare Room ▲Our Neighborhood Care Center ▲Metropolitan Job Cafe.


From basement level 2 to the 1st floor above ground, a customer parking lot was created as part of the traditional market parking environment improvement project. It boasts 54 parking spaces and is the 52nd parking lot completed in Yangcheon-gu. After about one month of pilot operation (free of charge) following the opening ceremony, it will officially operate from June 1. It operates 24/7 year-round, with a parking fee of 150 KRW per 5 minutes (Grade 3 area). Customers of Mokdong Kkaebi Market receive one parking discount ticket per 10,000 KRW purchase. The 2nd floor houses the Mokdong Senior Smart Education Center for smart education and leisure activities for seniors. Starting May 2, it offers ▲IT experiential learning such as VR experiences and immersive media ▲digital education including kiosks, smartphones, and YouTube creator lectures ▲health and leisure programs such as senior barista, Dodream Cupta, and laughter gymnastics for residents aged 55 and older. The 3rd floor opens a new Toy Library & Shared Childcare Room and Our Neighborhood Care Center (4th branch) for children. The Toy Library & Shared Childcare Room is available to families with preschool children residing in Seoul and local daycare centers. It includes a toy rental room, free playroom, counseling room, and nursing room, making it a great place to visit with children.

Located on the same floor, Our Neighborhood Care Center (4th branch) has care teachers on site and provides customized after-school care services including ▲care ▲meal and snack provision ▲various activity programs for elementary students aged 6 to 12 starting May 2. The Metropolitan Job Cafe supporting local youth employment is also located on the 4th floor. The Yangcheon Digital Imagination Campus Metropolitan Job Cafe has expanded and relocated to the Mokdong Kkaebi Center, offering various employment support programs such as ▲employment lectures ▲mentoring ▲employment counseling ▲employment study groups. It features community spaces, seminar rooms, study rooms, and AI interview rooms, optimized for youth job seekers. Anyone under 39 years old can use it. The opening ceremony will be held on the 27th with strict adherence to basic quarantine rules. Key guests including Yangcheon-gu Mayor Kim Soo-young, district council chairperson, members of the National Assembly, city and district council members, and local residents will attend. After the official plaque ceremony, the event will conclude with a tour of the facilities by floor.


A representative from the Job Economy Division said, "The Mokdong Kkaebi Market Customer Parking & Sharing Center, a space of harmony embracing all generations while adding convenience to traditional market use, has been newly renovated and will open on the 27th. Jungnang-gu announced that it will provide disaster relief funds totaling 1 billion KRW to individual freight transport operators in the area who are facing economic difficulties due to the prolonged COVID-19 pandemic.


The district explained that individual freight transport operators have been struggling to secure work due to the prolonged impact of COVID-19, compounded by soaring fuel prices, leading to significant operational difficulties, which prompted the decision to provide support funds.


The total support fund is 1 billion KRW, with 400,000 KRW paid per person. Eligible recipients are individual freight transport operators registered as residents in Jungnang-gu who have been continuously operating for more than two months. Those who have suspended or closed their business are excluded.


The application period is until the 29th. Applicants must prepare the required documents and submit them in person to the Seoul Freight Truck Association Branch 2 (118 Mangu-ro, 2nd floor) or the Seoul Individual Freight Association Northeast Branch (13 Dongil-ro 151-gil, 3rd floor). Detailed eligibility criteria and required documents can be found on the Jungnang-gu Office website under the announcements/notices board.


The support funds are scheduled to be paid in May after eligibility screening, directly deposited into the accounts of eligible recipients.


A district official said, "We hope the disaster relief funds will provide some help to transport operators who have been severely impacted by decreased sales. We will continue to implement various livelihood support measures so that residents can quickly regain stable daily lives."


Meanwhile, in addition to the transport operator disaster relief funds, the district is actively promoting small business support policies such as support for closed small business owners and support for benevolent landlords.

Gangdong-gu (District Mayor Lee Jung-hoon) announced that Pamix Garden (145-6 Sangil-dong), a nature-friendly urban agriculture cultural space, will be open until 10 PM for residents' relaxation.


Earlier, in March, the district completed facility improvements and held a completion ceremony for Pamix Garden, a representative themed garden of Gangdong-gu, to enhance convenience for residents using the space.


Starting from the welcoming gate, walking along a small trail, visitors encounter various themed gardens such as the hosta garden and cypress forest, as well as facilities like sunbeds for comfortable rest, creating resting spots throughout Pamix Garden.


Additionally, the district extended the opening hours of Pamix Garden, which can be used as a healing space to feel nature within the city, to allow more residents to use it at night. The previous operating hours were until 6 PM, but until early October, it will operate from 9 AM to 10 PM Monday through Saturday, with only garden use and walking allowed on Sundays and public holidays.


Urban lighting has been installed throughout the themed gardens, cypress forest, and deck terraces to allow visitors to enjoy the scenery of Pamix Garden. Emergency safety bells and security CCTV have also been installed to ensure residents can walk safely even late at night.


Lee Jung-hoon, Mayor of Gangdong-gu, said, "With the nighttime opening of Pamix Garden, we hope residents can find healing time to comfort their tired days. We will continue to do our best to make the urban agriculture cultural space a place of healing and rest for many residents."

Gwangjin-gu is operating the reporting and payment period for the 2021 corporate local income tax until May 2, marking the month for corporate local income tax reporting and payment in April.


The reporting target is the corporate income for the fiscal year ending December 2021 of corporations, which must be paid to the local government where the business site is located as of the business year-end date according to the corporation's registry.


Reporting and payment can be done electronically via Wetax or Etax, and fax or postal reporting is also possible to the Local Income Tax Team, Tax Division 2, Gwangjin-gu Office.


Especially, corporations with business sites in multiple local governments must report and pay to each local government where their business sites are located. If a corporation with business sites in two or more local governments fails to file apportioned reports, a 20% non-reporting penalty tax will be imposed by the local government where the report was not filed.


Corporations with no income or with losses are also subject to reporting.


Meanwhile, for small and medium-sized enterprises subject to operating hour restrictions due to COVID-19 quarantine measures, whose corporate tax (national tax) payment deadline has been extended by three months, the corporate local income tax (local tax) payment deadline is also extended by three months, until August 1. However, even if the payment deadline is extended, the final report must be completed by May 2 to avoid an additional 20% non-reporting penalty tax.


Also, when reporting this year's corporate local income tax, the retroactive deduction period for small and medium-sized enterprises is expanded from one year to two years. Therefore, small and medium-sized enterprises that did not pay taxes last year are also given an opportunity for a refund.
