[Asia Economy Reporter Park Jong-il] Yongsan-gu (Mayor Seongjanghyun) is promoting the 2022 Smart Park Development Project utilizing IoT-based digital technology.
The district will invest 83 million KRW of district funds in 14 neighborhood, historical, children’s, and small parks, completing the foundational construction by May.
The Smart Park Development Project consists of two areas: ▲ establishment of a smart lighting control system ▲ installation of a two-way remote management system for park lights.
The smart lighting control system will be installed in Dongja and Munbae Children’s Parks. The district will install sensors capable of adjusting illumination when replacing old park lights. The sensors automatically control the brightness to about 18W when no visitors are present and 60W when visitors approach, promoting energy savings and preventing light pollution.
The two-way remote management system for park lights will be installed in 12 locations, including the Lee Bong-chang Historical Park. If issues such as lighting status, line leakage, or power outages occur, a two-way monitoring flasher installed in the park’s distribution box immediately notifies the administrator’s device. The administrator can check the operational status in real-time and remotely control lighting on/off actions.
The district will complete on-site park surveys in March and finish construction by May.
A district official explained, “After installing illumination adjustment sensors and remote management systems in seven parks for the first time last year, the project proved highly effective, leading to its expansion.”
For example, at Seobinggo Park, where the smart lighting control system was completed in May 2021, electricity usage decreased by 70%, from 322 kWh in September 2020 to 91 kWh in September 2021.
Last year, the district established a smart lighting control system in two parks, including Samgakji Children’s Park, and installed two-way remote management systems in five parks, including Seobinggo Neighborhood Park.
Yongsan-gu Mayor Seongjanghyun said, “The Smart Park Development Project is a representative model that protects visitor safety while saving energy. We will continue to create a green city where people and nature coexist by utilizing digital technology.”
Gwanak-gu will operate the ‘2022 Gwanak Youth Workshop’ from May to October to support prospective young entrepreneurs.
The district announced that this project aims to respond to the increasing demand for youth entrepreneurship due to prolonged COVID-19-related employment difficulties, strengthening the capabilities of prospective entrepreneurs and fostering prepared young businesspeople through experience sharing.
The education is divided into two sessions: the first (May to July) and the second (August to October), held at local rattan workshop (Soy Ribbon Sensibility Studio) and traditional Korean confectionery workshop (Neulhaerang Rice Cake Workshop). It offers personalized consulting including theoretical education, practical skill training, and comprehensive knowledge and know-how about entrepreneurship while communicating with the youth.
The first session will recruit a total of 10 participants (7 for rattan, 3 for traditional confectionery) by the 22nd. Priority will be given to Gwanak-gu residents, unemployed individuals, and those aspiring to start a business.
Youth wishing to participate can download the application form from the Gwanak-gu Office website (News & Notices → Gwanak News) and submit it via email to the person in charge. The education is free, but participants must cover material costs.

A district official said, “We hope this education will serve as a stepping stone for young people dreaming of starting a business with small capital by providing practical skill training and entrepreneurship consulting.”
Songpa-gu (Mayor Park Seongsu) will hold a small-scale job fair, ‘Employment Success 19-Day (19-DAY),’ connecting companies and job seekers in a one-stop manner on April 19 at 3 p.m. in the Songpa-gu Office auditorium.
‘19-Day’ means ‘the day to find 9 jobs for 1 person,’ supporting pre-matching between employers and job seekers to enable on-site interviews and hiring. Since 2018, the event has been held with neighboring districts and related organizations, resulting in 296 successful employments. Even in 2021, when the job market was depressed due to COVID-19, 193 people participated in on-site interviews, and 88 secured jobs.
The 2022 ‘19-Day’ is co-hosted by the district and the Seoul Eastern Employment and Labor Office of the Ministry of Employment and Labor. Leading domestic retail companies such as Kurly, Coupang Fulfillment Service, Asung Daiso, and Shinmyeongin plan to hire about 90 talents.
The hiring process is as follows: To prevent COVID-19 spread, participants must pre-register by phone or in person at the ‘Songpa Job Center’ by April 18, one day before the event.
Then, participants visit the company booth at the scheduled 1:1 on-site interview time notified via text message on the day of ‘19-Day.’ Those who did not apply for pre-matching can also attend interviews on-site.
Besides interviews and hiring, ‘19-Day’ offers various useful and up-to-date recruitment programs for job seekers, including resume consulting and AI/VR interview experiences.

Meanwhile, the district plans to provide continuous follow-up services such as employment retention monitoring and job placement for job seekers and companies participating in ‘19-Day.’
“Come learn how to order a hamburger from a kiosk!”
Guro-gu (Mayor Lee Seong) has opened a ‘Digital Learning Center’ at the Smart Guro Promotion Hall.
Guro-gu stated on the 12th, “With the rise of non-face-to-face services and unmanned stores/devices due to COVID-19, the need to handle digital devices is increasing. Therefore, we operate the ‘Smart Guro Promotion Hall,’ located at Sindorim Station for easy access, as a hub for the Digital Learning Center.”
The ‘Smart Guro Promotion Hall’ was established by Guro-gu in September 2019 at the underground plaza of Sindorim Station, offering various experience programs using advanced technologies such as IoT.
The ‘Digital Learning Center,’ in collaboration with the Korea Intelligent Informatization Society Promotion Agency and Seoul City, provides digital competency education necessary for daily life to alleviate digital inequality, making it easy for anyone to learn.
The Digital Learning Center is equipped with spaces for practice and lectures, including a digital experience zone and an online studio. Operating hours are from 10 a.m. to 6 p.m.
The digital experience zone offers continuous access to various smart devices such as kiosks, educational laptops, tablet PCs, student AI learning tools, and AI speakers. Digital supporters are stationed to guide device usage, and digital instructors conduct lectures.
The online studio hosts lectures on YouTube creativity and 3D printing.
Starting this month, education will be provided for seniors, small business owners, and job seekers/entrepreneurs who have difficulty using digital devices. The education is divided into basic, daily life, and advanced levels based on digital competency assessments. Online and on-site lectures cover kiosk and smartphone app usage, YouTube creativity, presentation skills, basics and practice of 3D printing, and creating card news.

A Guro-gu official said, “We expect residents’ digital competencies to be strengthened through the Digital Learning Center at the promotion hall. We will prepare various educational programs to prevent digital vulnerable groups from being excluded in the non-face-to-face era.”
Eunpyeong-gu (Mayor Kim Mikyung) is conducting ‘Visiting COVID-19 Vaccinations’ for high-risk and vulnerable facilities.
The district began the 4th round of COVID-19 vaccine visiting vaccinations last month on the 14th at the ‘Matchumi Silver Care’ facility to strengthen protection for the high-risk group of severe death.
The target includes residents and workers of vulnerable facilities such as nursing homes and mental health promotion centers who have completed the 3rd COVID-19 vaccination. The target number is 1,899 people who consented to vaccination and are 3 to 4 months past their 3rd dose.
Vulnerable facilities such as nursing hospitals and centers have a high risk of infection due to group living, and vaccine effectiveness decreases over time after the 3rd dose, making additional vaccinations necessary.
According to an Israeli study on 4th dose vaccinations for people aged 60 and over, infection prevention effectiveness up to 4 weeks after the 4th dose is about twice that of the 3rd dose, and severe disease prevention effectiveness lasts up to 6 weeks and is 2 to 4 times higher than the 3rd dose.
The visiting vaccination team, composed of doctors and nurses, visits high-risk facilities according to schedule to administer the 4th dose. They also observe for adverse reactions during vaccination using emergency vehicles.
A facility official said, “Elderly residents in nursing facilities have difficulty moving, so vaccination is not easy, but we are grateful that medical staff from the health center visit and provide vaccinations within the facility.”
A district official said, “Due to the rapid increase in confirmed cases caused by the dominance of the Omicron variant, we conducted visiting vaccinations targeting high-risk facilities. We will do our best to prevent infection spread and reduce severe cases.”
